Author of a book, ‘‘Hellcatraz’’, Gardner tells an interesting inside story of the life of the nation’s public ememies serving life , sentence there. In a sensational career of crime starting in 1920, Gardner kept his record clean of bloodshed. He was first arrested for the holdup of a mail-truck in San Diego. Sentenced to serve 25 years in McNeil Island Federal Prison, he escaped at Portland, Ore., by ‘snatching a ‘gun from one of his train guards. In the spring of 1921, he escaped from a federal agent’s trap at Gordon ValLimited between Roseville and Auburn. Captured eight days later, he was sentenced to serve an additional 25 years. Before Gardner was behind the federal prison bars, he made a sec‘ond spectacular train escape, coverling his guards with a gun he had ' doncanied in his clothing. . He chained his deputy United States marshals with manacles from . his ‘own arms and legs and locked . them in a drawing room. Ten days after he escaped from the train at , Castlerock, Wash., he was captured at Centralia and taken to McNeil Island on June 15, 1921." Just 81 days later, Gardner swam a mile to the mainland with bullet wounds in both legs. Two ther convicts who made the break were killed by gunfire, ‘ On November 30 of that year he committed his last crime, attempting to hold up the Santa Fe mail train at Phoenix, Ariz. “The clerk overpowered me,” Gardner said, “I could have escaped by killing him. But I was not a killer like the gansters-of today.” Another 25 years was added to Gardner’s prison sentences. The survey was requested by a number of the members of the 1939 Iegislature as a guide toward a more effective and expedient handling of the accumulation of questions and problems that confront the state’s law makers. _ The survey, a fact finding study, gives arguments both for and against legislative councils. It points out, however, that such bodies now exist in seven states, Kansas, , Nebraska, Virginia, Kentucky, Connecticut, Illinoios: and that the tendency is to increase the appropriations for thes bodies because of the effective work they do in tightening up legislative detail and operation, framing easily gram in the interims, prepared on the foundation of thorough research and understandable programs and overcoming the confusion of inexperienced legislators. : The virtiies of the well planned legislative council as a time saver and a@ money saver,’ is set forth in the study. The greater part of the council’s work would be ¢arried~ out in the legislative interims, this work being that of program building based o research and fact finding. Since 1904, California has maintained a reference service for legislators through the state library. In 1913 the legislative council was established to give technical assistance in bill drafting and to advise the occasional necessity of law revision. But the state lacks an official prostudy of the needs of the people, and the type of legislation required. to fit those needs. . . FRIDAY, JUNE 30, 1939. RAIL BY-PASS AT SHASTA DAM SITE COMPLETED Railroad traffic between California and the Pacific Northwest now passes under ,instead of across, an abutment of the Shasta Dam site as a result of completion of a by-pass ‘tunnel in the Sacramento river canyon 12 miles north of Redding, Officials of the United States Bureau of Reclamation ,the Southern Pacific Company, the Colonial Construction Company, Shasta county and the city of Redding participated in a ceremony Monday at the south portal of the tunnel. A section gang tamped the last ballast under the track early in the afternoon and the first train, a northbound fast freight No, 1-620: was diverted through the tunnel at 2:55 a. m. Ralph Lowry, construction engineer of Shasta dam, said use of. the tunnel will permit excavation to proceed for the base of the dam on the west side of the river without waiting for completion of the permanent 30-mile railroad relocation around the entire Shasta reservoir site.
