PREPAREDNESS FIRST :
Elaborate plans or the formation of a statewide aircraft
spotting service to guard California’s vital defense industries
from a surprise attack were announced yesterday and the project was designated as the first major task confronting the new
state defense council. 3
The aircraft warning service, like other projects with
which the state’s defense planners have concerned themselves, has drawn many jeers and snickers from the “‘It-Can’'tHappen-Here”’ boys. who think the notion that enemy bombers some day may fly over California is utterly silly.
Imagine how inane it would be, they say, to have an
army of 50,000 hard at work today, scanning the skies-for any ,
enemy aircraft that might be approaching.
We can agree with those scoffers to this extent. It can’t
happen here today. :
But it could tomorrow, and on the remote chance that it
will, it is imperative that we not waste another minute in preparing for it.
The idea behind the civilian defense plans that are being
_worked out here and elsewhere in the nation is basically sound.
It involves the fundamental principle of being prepared for
anything the enemy might throw at you, not just what you
think he’s most likely to throw.
And if war ever should come to California on the wings
of a conouering luftwaffe, our chances of successfully defending ourselves,would be so very much better if we only had the
machinery for civilian defense set up.
It is simplv to get this machinery set up that the new state
defence council has been organized. Its job is a vital one, and
those who sit by in thumb-twiddling apathy and scoff at its
work. are unwittingly playing the game of Hitler.
If the leaders of our state or nation are over-cautious
there will be no just cause for censure, but if they were under
cautious, they could bring down disaster on every one of us.
NAZI WALKING PAPERS

By the 10th of July the two German consular establishments in California and the 22 others throughout the nation
will have locked their doors by presidentia] order, and because
of “activities inimical to the welfare of this country,” their
Nazi staffs will have vanished this scene.
Also in accordance with presidential command. attaches
of the German Librarv of Information, German Railway and
Tourist Bureau and German Transocean News Agency will
have stacked their tools and left for the Fatherland.
Most ‘phases of international diplomacy are pretty much
a closed book to the American layman, but even the dullest
of us is aware that the establishments mentioned in the polite
closing notice signed by Sumner Welles. were deenlv engaged in the most important work of the German Reich abroad
—Nazi propaganda.
_ Will that situation be remedied after the comparative
handful of leaders are shipped home to Hitler? Or, with no
admitted concentration points for Neza subversivism, will the
United States find itself confronted with the dilemma of the
average town that virtuously locks up its isolated vice districts—only to find.vice breaking out like a rash in every
neighborhood of the community?
Certainly there will be Bund members and Nazi sympathizers striving to continue to plant Hitler idiologies, to prevent
American aid to German foes, to keep the Goebbels propaganda ball rolling. American agencies will need to be all the
more alert, all the more wacthful of the broadened base of the
axis machine.
