Imagine how inane it would be, they say, to have an army of 50,000 hard at work today, scanning the skies-for any , enemy aircraft that might be approaching. We can agree with those scoffers to this extent. It can’t happen here today. : But it could tomorrow, and on the remote chance that it will, it is imperative that we not waste another minute in preparing for it. The idea behind the civilian defense plans that are being _worked out here and elsewhere in the nation is basically sound. It involves the fundamental principle of being prepared for anything the enemy might throw at you, not just what you think he’s most likely to throw. And if war ever should come to California on the wings of a conouering luftwaffe, our chances of successfully defending ourselves,would be so very much better if we only had the machinery for civilian defense set up. It is simplv to get this machinery set up that the new state defence council has been organized. Its job is a vital one, and those who sit by in thumb-twiddling apathy and scoff at its work. are unwittingly playing the game of Hitler. If the leaders of our state or nation are over-cautious there will be no just cause for censure, but if they were under cautious, they could bring down disaster on every one of us. American agencies will need to be all the more alert, all the more wacthful of the broadened base of the axis machine.
