“The dispatches tell us,” said the Bakersfield California,
“that Congress is about to consider further legislation to plug
-up the holes in income tax laws. Well, so far as most citizens
are concerned, there appears not to have been any holes; they
have paid according to their earnings, which is what they
should have done. But when the rich banker. can demonstrate
that he has no earnings, what can we hope from legislation to
increase the income tax rate?”
and if Mr. Morgan has kept within the letter of the law and at
the same time been exempt from bearing a share in the sup‘port of government, then it is prefectly obvious that the income tax laws need amendment . . . .Whatever may be the
reason, equity and justice cry out for correction of such weakness in the national laws that permit the wealthy and the
powerful to unload the responsibilities of government on the
less fortunate.”
“It is time for the government to take another look at
this entire matter of the capital-gain-and-loss ax,” remarked
the San Francisco News. ‘‘Rich men of the country should
not be able to escape income taxes at the very moment when
the rest of the country is burdened with increased taxes and
when the government is so desperately in need of revenue.”
“There will be less complaint of taxes from the man of
ordinary means if he can be assured that those at the apex of
the business structure are doing their full share,” said the
Marysville Appeal-Democrat. “It should not be possible by
hiring clever tax experts, or, by questionable transfers of ownership within a family, or by fleeing to the refuge of government, state and municipal bonds, to escape the tax collectox.
There should be no system of taxation that does not require
payment in proportion to ability to pay.”
“If the Morgans be allowed to write off of their income
returns losses from shrinkage,’ commented the Hanford Daily
Sentinel, “then the same rule ought to apply to the average
income tax payer. But it happens not to so apply. Under such
a condition there would be very little if any returns from that
source this year. We hope the senate probe committee will
get at all the facts, and make them known to the public.”’
“An income tax plan that permits J. P. Morgan to evade
payment while it makes exactions from every man earning
$1,000 a year does not have to be pointed out as defective,”
said the Glendale News-Press. ‘That it is defective is an obvious fact that proclaims itself.» Even if the banker is able to
point to losses, and cite his books as proof, he cannot make the
public believe there is any justice in his immunity. Congress
certainly has been given a lesson. Its failure to patch up the
weak spots in the law would be inexcusable.”

And there, quite undisturbed it stood, for fourteen
; Unseen by those who chanced to pass the old-barn’s sagging door.
Jim pailed the cow at night and morn, and at such times, I’m told,
He never failed to feast his eyes upon that cache of gold.
A boy came to the barn one day; his folk, camped by the river,
Had sent him for a bit of tin to mend the family flivver.
His keen eyes spiéd: the treasurer trove, his brain appraised its worth;
“Gosh, better get gold this-a-way than pan it from the earth!’’
He*pressed the bottle to his breast and quickly sped away—
The Yuba boasted one camp less before the close of day.

The law’s arm barred the narrow road and would not let them pass.
But ere the fatefil moment came, ma tossed the gold afar;
It landed on a mining dump, some distance from the car,
The officers were now perplexed—they found no trace of gold;
The friendly darkness had concealed ma’s action swift and bold.
Not to be fooled, they brought all four back to Nevada City,
And lodged them in’ the county jail, which really was a pity.
Next day a sturdy mountaineer approached that salted dump,
When suddenly and painfully his heart began to thump.
He couldn’t trust his bulging eyes—he stopped his truck to stare;
“What devil’s dream is this?” he gasped, ‘‘i
He scrambled down in trembling haste to take a closer squint,
“Well glory be,’ he cried, “this mine is runnin’
He scooped the scattered twenties up, and hastened back to Truckee,
Then as he paid his honest debts, he thought, ‘“‘by gar, I’m lucky!”’
But as he went from place to @iace, indulging pleasant fancies:
Folk talked and winked, and looked at him with dark, suspicious glances.
Of course wild rumors took towing, the story-soon got out,
And chortling officers declared, ‘“we’ve found the kale, no doubt!”
Our Truckee friend was dispossessed—they took his “find” that day;
And once again the gold reserve rolled merrily away.
Now how will Justice go about untangling this coil?
I wonder, will she tear her hair and burn the midnight oil?
Oh Well, that’s no affair of mine, I have no hoarded gold,
Enough for me to know that I a truthful tale have told.

One sentiment which came to the
surface in Alleghany after the recent
fire is illustrative of the sportsmanship of the people of this little high
Sierra mountain settlement. Each
one who lost so heavily in the holocaust sought. ways and means of
helping others who lost. Even men
who were competitors became brothers in truth. With no thought but
the other fellows welfare they went
about finding ways and means to
help. This was not a Gaston Alphonse gesture. It came from the
heart and its sincerity was demonstrated ‘with more than lip service.
Those of us who drive the moun:
tain roads enough to really become
familiar with them realize that extra care must be exercised to avoid
accidents. The tragedy ending Mr.
Winkles life last week is still very
clear in my mind, having been an
eyewitness to the devastating effect
of a slight error in judgment or perhaps the failure of some part of the
steering aparatus. The thought I
wish to bring out is that we cannot
be too careful in driving these mountain reads and: -in impressing the
danger on those with whom we come
in contact.
The worshippers of the goddess of
Terpsichore wiil find ample opportuni‘y to trip the light fantastic in
this community this summer.

arrival, next July 23, of at least 23
of the nation’s governors who will
attend the National Governors’ Conference in California.
Every spare minute of the governor’s time—and his spare minutes
are painfully extracted during the
hectic bill signing period—is devoted to making arrangements for entertaining the visiting governors.
Twenty-three. state executives
have accepted California’s invitation.
They include Governors Pinchot,
Pennsylvania; Winat, New Hampshire; Talmadge, Georgia; Olson,
Minnesota; Park, Missouri; Blooa,
Utah; Hardee, Florida; Allen, Louisiana; Connor, Mississippi; Enringhaus, North Carolina; Lehman, New
York; MeNutt, Maryland; Brann,
Maine; Buck, Deleware; Cross, Connecticut; Landon, Kansas; Pollard,
Virginia; Balzar, Nevada; Cooney,
Montana; Green, Rhode Island;
Ross, Idaho; Langer, North Dakota
and Moeur, Arizona.
President Roosevelt was invited
but, of course, was compelled to refuse. Governor Rolph called up the
