Senate Sonstitutional Amendment No. 30, which will appear as’ Proposition No. 1 on the ballot, is the most comprehensive and logical plan for tax relief ever put up to the people of California,’’ Foulke said. It provides for repeal of Amendment No. 1, adopted in 1910. This Would put $1,328,000,000 in property of the great public utilities-railroads, telephone, telegraph, gas and electric companies—back on the local tax rolls, thus removing the utilities from a preferred position. Under the Riley-Stewart plan, the state will assume the burden of supporting elementary and high schools, thereby saving approximately $38,1000,000 a year. for the common property taxpayers, and effecting an average reduction of -71 cents per $100 in the tax rate on all property taxed locally. Other features include a_limitation on the increase of governmental expenditures of 5 per cent a year in cities,’ counties and districts, and 2% per cent for the state. “The Riley--Stewart plan will save a great deal of property from mortgage foreclosures,’ Folke added, ‘because it will raise values so loans will have a safety margin, and will put the tax burden within reach of the taxpayer. Delinquent taxes are the principal cause of foreclosures in California.” Rev.
