see if some new system of caring for criminals, or sex law violators, can be devised. Dr. Hall has expressed the opinion that
treatment of perverts by the use of hormones may prove practical and convert them into safe and law-abiding citizens. But
no widespread work along this line has yet been attempted.
Clark is getting the cart before the horse. He is turning
loose the sex perverts on parole before getting the funds and
carrying out the hormone treatments. It would be far safer to
try this experiment in the prison hospitals and keep the convicts there until the psychiatrists can be convinced that their
patients are in such shape that they no longer will be a menace if released.
The Olson administration, operating oe Clark, has
shown undue leniency tendencies. In turning loose the sex
convicts the parole board may be endangering innocent citizens and may be paving the way for a new wave of sex crimes.
Like Board Member Stephens, we believe in being more

SACRAMENTO, March 10.—(UP)
—The commissioner of corporations
office held today. borrowers—under
California small loan laws—are not
required to pay back interest and
charges to lenders exacting usurious
interest rates.
Deputies requested Attorney General Earl Warren to take legal steps
to put into effect such provisions of
the small loan laws. In support of
their stand, they quoted section 20
of the small loan act, which reads:
“Any contract of loan in the making of collection of which any violation of this act shall have been committed, shall be void as to interest
and charges, and neither the lender
nor the broker shall have any right
to collect or receive any interest or
charges whatsoever.”
The small loan acts passed by the
