Proctor, graduate of the Nevada City High School, has been elected to membership in Phi Beta Keone, University of California chapter. This is a scholarship society em-. blem of which. is a key, Robert is a senior in the university and his majer is mining. : Young Proctor is a son of Mr. and Proctor is an engineer and mill superintendent at the Lava Cap. His son won a Virginia Bradley scholarship for his first two years in the university, and later was granted a larger scholarship offered to students in mining and engineering courses. At the high school it was learned that it has been several years since a graduate has won a Phi Beta Kappa key in any university. FOR CONSCIENTIOUS ——__ OBJECTORS MAY BE FOUNDED AT HOBART MILLS SITE , Two possibilities for the development of Hobart Mills, in the eastern end of Nevada County; for the use of the army are now being considered 4 by government officials, according to word from Congressman Harry L. The first possibility is for the establishment of an army camp at the site of the former lumber town and the second is for housing conscientious objectors who decline non-Combatant service with the army. Camptonvile have returned to their home after a several weeks visit with relatives in Michigan. The third district court of appeal in Sacramento has upheld the refusal of Margaret E, Lambert, treasurer of Sierra County, to pay an increase in salary to C. W. Robbins, justice of the peace in Downieville Township. The county board of supervisors raised the pay from $15 to $65 a month when it appointed Robbins to finish the unexpired term of C. D. Ross, who resigned in 1939. The court upheld the treasurer’s action on the constitutional provision that the compensation of any county, township or municipal officer shall not be increased after his election of during his term of office.
