In all ages, under all conditions, nature seems to counteract one influence with another. Whether it be in the realm of plant, animal or human kind, she takes this method of establishing equilibrium. In the plant world there is a constant battle between the useful and the noxious growing things. The same is true in the ‘animal world. Every deer, every fish that swims, every useful animal that roams the hills and plains in search of food, must be constantly on the alert to danger.So.in the realm of things human, it is only natural that similar conditions should govern our actions. Cities began to grow larger. Social and moral conditions in the cities became confused. Trouble began to brew among the youngsters who had no place but the streets of tenement sections to play and spend their idle time. To counteract this influence an organization known as the Boy Scouts, grew up and began to flourish. Through the pressure of an aroused public opinion only can it become effective. The mediation board is a preliminary step toward control of employer and labor during the war emergency, and possibly afterwards. If this form of strike preventive fails, the congress will be forced to give the mediation board full authority to act. If that fails, the army will be forced to take military steps to enforce production in war industries. Threat of the army to step in has already been noticeable in some strikes. . Any employer or any group of employes who deliberately brings about a strike in any essential defense industry is working against America and endangering the nation’s future . } security. If mediation is resisted; if a fair settlement of the difference is rejected, if the trouble is prolonged without sound reason or cause then the party, or parties, responsible is deliberately attempting to harm America and bring peril upon 130,000,000 people: The people of this nation are willing to be fair-minded in all matters and give every possible break to the manufacturer ‘and the worker. ‘But they will not tolerate profiteering by the employers. They will not tolerate sabotage or other interference with industry acting in behalf of the employes. Mediation is peaceful settlement of differences. If it works satisfactorily no further steps will be required. If it fails to stem the tide of strkies America will have to become hard-boiled for her own protection. How far conscription of industry and of workers goes depends on employer and employe. organization, our civilization has one chance of being preserved. It is not a military organization. It is not an organization of conquest. It teaches young men the essentials of living that they lost through conditions arising from too much city life. Ed Williams, scout master, herewith tells one of the appealing human interest stories with which scouting abounds. It has timely import, inasmuch as the Boy Scout drive for funds is underway in this city. It shows the good accomplished by scout work and one of the reasons scouting deserves your unstinted support. About seven years ago a man looked out of his window in the industrial section of New York. . What he saw in the way of human misery, suffering, and pent up hunger on the part of children who longed for a place to play, to live, and to grow up in. caused him to make a decision that was to cost hundreds of thousands of dollars and a great deal of personal » attention over the years. : This man chose to build a place for boys to play, to grow up in. He hired the best physical educators money could buy, even served a meal a day, provided entertainment, equipment, summer camp, and in short everything that he thought a bov need to. become a strong man,. mentally, morally and physically. At the end of four years, however, he called upon the officers of the Boy Scouts of America. He told them he was stumped; he needed help. He then went on to relate what they had found in this great Boy’s Club; that while the boys were inside of the building and under immediate supervision that much good was done from the physical standpoint. The people are the habitues of, and visitors to, that part of the California city once famous as the Barbary Coast, They float in and out of \Nick’s waterfront saloon and, observing them night after night, is a tuxedo clad man, known simply as Joe, who is possessed of an abundance of money, a weakness for liquor and a philosophical outlook on life. Wives Harry Marsh walked into an office code of ethics and the things that scouts stand for. The man was now inquiring as to how he could have Scouting and how much it would cost. He was so advised and found it easy to obtain and without an appreciable expense. Since two years ago this club has had the Boy Scouts Program. During that time much has been accomplished in the ‘Program that a boy takes home with him.’ The man was satisfied. His plan:was working—boys were becoming strong men, physicaly, mentally and morally. In 1940 Irving Berlin released the song ‘God Bless America.’ He stated that he did not want dollars for this publication and chose instead to have the royalties go to the further development of the fundamental principles of American way of living. Berlin chose three men as trustees of this fund and asked them to select the medium. These men acted. They chose Scouting and the program. The Boy Scouts of America were so advised. A plan was worked out to help boys of less chance area become scouts and to date much has been accomplished. The man who built the Boy’s Club and used Scouting was also a trustee of this Berlin Fund—his name—Gene Tunney, former heavyweight boxing champion of the world, now volunteer physical education instructor at Pensecola Flying Station for the United States Air Force. The Mediation Board _ President Roosevelt has appointed an 11-man_ board headed by Dr. Clarence A. Dykstra to act as mediator in labor disputes which interrupt production for national defense. The board will step into controversies when the regular conciliation processes of the federal labor department fail. It ~has no power to force the termination of strikes.
