Japan to Reopen Breaking all precedent, Japan, which never before has agreed to re. peated participation in a worlds fair, will reopen its $1,000,000 exposition pavilion with an _ entirely new series of displays. Japanese exhibits are being prepared and will soon be shipped to Treasure Island, according to Consul General Toshito Satow, in San Francisco, who again will serve as Japanese Commissioner General to the exposition.
