recently initated the fourth

charter member, at a price of $25,000. In 1907 the firm of Hirshfield & Gartland Co. ine. was
formed. Upon the retiring of Mr.
Hirshfield in June, 1908, he firm
became known as Epstein & Gartland. Later, in 1908, with the retirement of Epstein, this firm was
succeeded by James Gartland and
upon his death in 1927, the widow,
wishing to continue the _ business,
organized Gartland & Walker, admitting F. H. Walker, who had
. been active with Mr. Gartland for
some time.
Since that time Mr. Walker has
attended to the business of the firm
on the exchange. Notwithstanding
these generally dull times on the
exchange the business of the firm
now demands a second floor member and Frederick Hayward was
elected member of the exchange.

the law, the Rollins Reservoir is
developed so that waters there available can ‘be put to beneficial use to
the fullest extent of which they are
capable,’ then and in that event, the
hydraulic mines , tributary thereto
can be rehabilitated. If, by any
means, the law is disregarded and
transcended and violated, and the
Nolltins Reservoir is not developed,
and so the waters. there available
cannot ‘be put to benefciial use to
the fullest extent of which they are
capable’, then, and in that event,
the hydraulic mines trbiutary thereto will largely be abandoned,”
“To get the full effect of the nakea
truth set forth in the paragraph
next above, it is only necessary to
recall that the California Debris
Commission has found that there
are 26,500,000 cubic yards of auriferous gravel in the Bear Riyer basin
which is profitable to mine, and that
the debris must be stored somewhere
in Bear River;.and further to be
advised that the only place on Bear
River that said debris can be stored,
and economically conserve the waters incident to Bear River is the
Rollins Reservoir.” ;
The writer clearly showed that
each of the four sites for impounding hydraulic debris is prohibitive
therefor, not in the cost of. storage,
but from: available higher uses of
water and from other interests on
Bear River. : :
Concerning the lower Bear River
site:
Quoting——‘‘However, the construction of said dam would flood the
site for Drum No. 8 Power Plant,
reduce the head and power development, which is a higher use of
water than is hydraulic mining, and
is,. therefore, prohibitive.’’

lower Bear River site, which overlaps the Rollins site, would prevent
the proposed development of the

By building the Rollins. dam 20 feet
higher than is. now propesed for the
storage of water for power and for
irrigation, more than 6,500,000
cubic yards: of hydraulic, dedtis
could be stored in the Rollins Reservoir without reducing its present
projected capacity, and withal, the
