ECONOMIC DEVELOPMENT OF THE WATERS OF THE BEAR RIVER AND NEVADA COUNTIES, NECTION WITH FOREIGN ED THEREINTO, AND OTHER WHICH CAN BE THUS DIVERTED (By J. L. ROLLINS) last Friday on their, \Roliins site by the Bear River Wa‘of milling, sampling, concentrating, More than 300 seatter’ ss ity TET » Friday, March 4, 1932 voces — HE PLAN WATERSHED, PLACER CALIFORNIA, IN CONWATERS NOW DIVERTFOREIGN WATERS (Contfnued* from’ last. week) We here quote from the study by the writer under the above caption: ..“In_ the’ final. analysis and ‘under the law, the answer to the question here under considerfition will be found inthe disposition_of_the proposed Rollins Reservoir. If, under the law, the Rollins Reservoir is developed so that waters there available can ‘be put to beneficial use to the fullest extent of which they are capable,’ then and in that event, the hydraulic mines , tributary thereto can be rehabilitated. If, by any means, the law is disregarded and transcended and violated, and the Nolltins Reservoir is not developed, and so the waters. there available cannot ‘be put to benefciial use to the fullest extent of which they are capable’, then, and in that event, the hydraulic mines trbiutary thereto will largely be abandoned,” “To get the full effect of the nakea truth set forth in the paragraph next above, it is only necessary to recall that the California Debris Commission has found that there are 26,500,000 cubic yards of auriferous gravel in the Bear Riyer basin which is profitable to mine, and that the debris must be stored somewhere in Bear River;.and further to be advised that the only place on Bear River that said debris can be stored, and economically conserve the waters incident to Bear River is the Rollins Reservoir.” ; The writer clearly showed that each of the four sites for impounding hydraulic debris is prohibitive therefor, not in the cost of. storage, but from: available higher uses of water and from other interests on Bear River. : : Concerning the lower Bear River site: Quoting——‘‘However, the construction of said dam would flood the site for Drum No. 8 Power Plant, reduce the head and power development, which is a higher use of water than is hydraulic mining, and is,. therefore, prohibitive.’’ “Wurther, the development of the lower Bear River site, which overlaps the Rollins site, would prevent the proposed development of the fer and, Power Company, wherein 21 beneficial uses of water available thereat are cared for, including the impounding of hydraulic debris. ineident\ to that area.’’ “ The \Rollins Site: Quoting—“Likewise, it would submerge the power site for Drum No. 3. Power Plant which is a higher use of water, and consequently, prohibi’tive.’’ “But the storage of hydraulic de-! hbris is but one of the beneficial uses to which the Rollins site is adapted. The Rollins site\as projected by the~Bear River Water and Power Company is the controlling economic factor of the Bear River watershed. By building the Rollins. dam 20 feet higher than is. now propesed for the storage of water for power and for irrigation, more than 6,500,000 cubic yards: of hydraulic, dedtis could be stored in the Rollins Reservoir without reducing its present projected capacity, and withal, the Pacific Gas and Electric Company MALE HELP WANTED *GOOD PAY—STEADY -woRK— Several choice openings in Cities and Towns for ambitious men and women. On this basis alone, without,.recovering the gold content in transit, the sluicing operations would be highly profitable. Millions of cubic yards of impounding space above!’ the Rollins site could thus be provided.” “Such procedure would be fivefold in:its beneficience and economy. Tt would provide the cheapest stouage possible for hydraulic debris; it would form a gravel settling reservoir above the head da for the Bear River canal; when thé Rollins dam ig built it would require a lower additional height thereto to create gravel storage space; it would permit the hydraulic mines to begin operations without delay; and in so doing the new hydraulic. debris would in part be .deposited ana spread upon the full length ofthe Bear River therein and in part sluiced therebeyond, all of which is highly desirable.’’ “The .proposed development ol the Rollins site conforms with the letter of the law.”’ It is financially sound.
