i, It is time for the American people to direct their concen‘trated attention to congress. Congress consists of citizens sent
to Washington by communities to frame the laws of the country. These men are charged with the duty of conducting national affairs with efficiency, intelligence, order and dispatch.
That is all they are there for.
The fact is that it has grown into a fumbling disorganized
conglomeration, operating under such an accumulated crust
of rules and privileges that it is eet to perform its
functions.
SCIENCE AND FREEDOM—Marquis Childs
Some of us, it happens, had ancestors who came to America in the . 7th century. But . cannot believe their motives
' were very different from immigrants‘who came 20 years ago.
If the lesson of America has been forgotten, what happened in the war just ended should have served to remind us
that knowledge and greatness cannot be confined by race and
creed. Hitler and Fiscism drove out of Europe some of Europe's greatest scientists.
Enrico of Italy, Niles Bohr of Denmark and many others
come here to work on the atom bomb. We speak of the discvery of atomic fission as an American triumph. In reality, .it
was international achievement—the achievement of peoples
of every race working in free America.

Specifically according to the scientists, all existing atomic bombs should be either destroyed or transferred to the control of the military staff of the UNO. The immense plants in
the United States should be either destroyed or dismantled and
placed in dismantled condition at the disposal of a new world
authority.
This world atomic energy authority established under the
UNO would be charged with carrying on mining of all ore
containing fissionable material with all processing and production of fissionable materia] from the pithead to the moment of
fission.

What we decided we wanted is a political unification of
-China so that there might be no civil war in which China would
become a gigantic Spain, the Russians backing one faction and
we the other. It would have been only too easy to drift, to
be pushed and pulled into a horrible mess. The administration
‘ deserves the highest credit for seeing the danger clearly and
of acting swiftly, skillfully and sincerely to prevent it.
Jt is not I think too soon to say that they have prevented
it. For while there is as yet no certainty that China is out of the
woods it looks very much as if the United States were.

The American strikes are not a purely American affair
either. The world is starving for food and goods. The planet
has been devastated by war. Homes, industrial plants and communications have been destroyed, consumers goods the
most primitive and essential sort are lacking over areas inhabited by millions. In Europe and Asia wide areas are threatened by famine.
All the world looks to the United States and its fantastic
capacities. Commitments have been given and upon our fulfillment of them depends the success of our political policies
—for instance in Latin America. Upon the success of our
political policies depends peace—both international peace and
‘the quenching of incipient civil wars.

current revolution in congress against the administration. The
revolt grows rather than diminishes.
It is most pronounced in the house which is supposed to
be closest to the people. \
It raises several questions. Is the country really becoming
conservative? Does the hostility of congress represent irritation as a reaction from war? Or does it represent confusion in
itself and among the people? Or a bit of all three?
