For the first time in history nations have been threatened with bankruptcy because of an over-abundance of wealth. The wealthiest nation has been . the hardest hit. Likewise California, probably the richest state in natural resources in the nation, has been hit very hard. Of . her 6,000,000 population; 1,200,900, according to the latest’ SERA figures, are actually on relief! { Something must be done. No social 4 welfare organization within the state is of handling this critieal situation. The burden must rest on state whether the pubhi¢ likes it or not. If this vast army wes not cored for, itis easy to imagine what would happen. ; The public is interest to know just j kow Californoa will assume the bur' den, in conjunction, of course, with the federal’ government. It is also vitally important that schemes be devised to avoid such catastrophies in the future. A plan of unemployment insurance will be worked out at this session, it is helieved. The State of Wisconsin is lead ing the nation in this field, having established.a plan last July. The burden of ‘these new state recapante . the shaniters of the 1 who are going to foot the bill—the taxare much. interested in the proposed measures which would make the load as light as possible. And as a whole. we desire to have the budget balanced as we go along because recent experiences of borrowing on the future have i not been so pleasant. Thus the governor’s balanced budget, his proposed raising of $47,300,000 for relief by taxation, his road consolidaéion and county consolidation plans are of much interest to us. i Fear has been expressed that the government is taking over too much responsibility and will become too powerful, too dictatorial. Power is being centralized, and Americans have always fought that. Students of public administration, . however, admit that the government, state or national, is not a greedy octo pus, seeking power merely for selfinterest. Relief burdens and. increased *control of businesses have literally been forced upon government. This is true all over the world as a result of unprecedented economic co: litions. Thus it is said that this legislative meeting is the most important in the state's history. Budzet as Target. CAC-366-SA, Lyon declared the sovernor’s tax plans need for meny « nendments to enable them to p*s; the lower house that the chances are they will not pass at all. but.will be substituted by other meas ures. For some. time Bourbons hostile to the administration have prophesied defeat for the plans. Now Lyon, Republican, has sounded an alarm to the effect that the tax situation may become so tangled that a special election will be needed ‘to decide on revenues. “The Democratic groups,” declared Lyon, will insist on increasing the inheritance tax. and both parties will join in opposing an increase in the sales tax. The result will be chaos, and the necessity of a special election. “At that election not only taxation will come before-the people, but the constitutional convention question.” Then there is the report that Supervisor W. O. Russell of Yolo County, chairman of the legislative committee of the California County Supervisors Association, is opening counter-fire on the governor’s road plan. Russell has been quoted as saying, “It is the general opinion among the supervisors that this scheme is nothing less than an attempt to establish a vast state political machine through a veritable dictatorship vested in the state deparntment.of public works.” Justifying the governor’s road eonsolidation and tax programs.is Speaker Edward Craig, who urges the public to demand reduction of the state departments’s services to bare essentials if tax money is to be saved. Since there is no such demand, Governor Merriam’s plans are a good substitute, believes Craig. -He added, “Californians should get smart. As long as they show themselves satisfied with departments and functions that exist. only to eat up state money, they will have to face larger and larger taxes every year.” With this background of varying ‘opinions, critics say that. Merriam forces will need one thing—leadership. Many of his opponents assert that because of the governor’s long experience sponsibilities naturally falls ‘on thosepayers. This department, will consist of a consolidation of the six bureaus and divisiones pertaining to public safety and protection. ; The amount budgeted by the chief executive for governméntal expenses will not allow for increase of any but absolutely necessary activities. Since, however, state government seems des: tined to take a larger part in the affairs of California, commissions must be crested to properly administer the Whatever new bodies are ‘formed, Sacramento will fight to have headquarters maintained at the capital. AB 619 requires that all state departments and agencies, with but few exceptions, shall maintain their head offices at Sacramento, the legal seat the state government. An important board which has been proposed is one on eugenics. Senator Leonard Difani has introduced this bill (SB 709). Powers and duties of the board include the jurisdiction over eare, protection and decrease of the state defectives. This subject has long ment Foundation. Although costing an initial sum, such a board would save the state much money in the long run, since its chief objective would be to decrease the number of defectives and criminally inclined. Science has declared eugenics ‘to be the most efficient method for making such reductions. This hill holds particular interest in view of the proposed increased allotments for state penal and insane institutions. Bar association for attorneys, replac » ing self-governing bar. have been sot so full of holes and will — ee a ce cemeteries tee wielegenaen, ames shes nen Public trust commission to prevent fraud and deception in securities transactions, Bills Hit Aliens Legislators will seek to preserve California for Yankees and. will consider.measures to excluie foreign farm labor at the prescut session. There is strong feeling in both farm and politieal circles that citizens of this state and nation should ive given first chances at employment. A skeleton bill, AB 1002, is aimed at eliminating inelizible aliens as farm “laborers when Anierican workers can be had. Far from a skeleton measure is the complete and emphatic proposal of Senator Seawell which would positively forbid the hiring of an alien unlawfully residing’in the United States. Violations of the measure would be a misdemeanor. Thus the hiring party would have to be shown documentary evidence of citizenship if he was at all doubtful of the applicant. Still more drastic is AB 1958 which states that “It shall be unlawful for any alien not eligible to citizenship under the laws of the United States of ! America to acquire possession, enjoy, use, cultivate, occupy or transfer real property or any interest therein, in j this state and have in whole or in part the benficial use thereof, or have possession, custody, care or control of real property, agricultural lands or lands fit for agricultural-purposes.” The penalty for violation of this act would be two years’ imprisonment. $5000 fine or both. Plus his alien-registration proposal. Assemblyman W. M. Jones has submitted AB 981, — at conspiracies to turn over lands*to alien individuals or corporations in violation of the antialien land act. Prodded by public. opinion and the burdened SERA relief rolls, bills aimed at giving citizens breaks over aliens as far as jobs are concerned will probably be enacted, believe many legislators.
