SACRAMENTO, May 13. — With some 3800 bills still ahead of them, California’s legislators this week expressed the hope they could adjourn by the middle of next week. Sideline observers set the time for winding up business all the way from May 15 to June 1, In the headlines this week appeared these items: Governor Frank F. Merriam signed the $438,000,000 budget after restoring $7,266,550 to the relief fund which the assembly had cut, and ‘blue penciling $7,500,000 in institutional building appropriations. The Democratic assembly admitted the governor outsmarted them on the matter of the budget and started to work o ipass appropriaion bills providing for the necessary building items vetoed. Governor Merriam signed the Rosenthal bill éxtending the mortgage and trust deed moratorium another two years. He also signed the Holohan bill substituting lethal gas for hanging in capital punishment cases, The assembly passed by an overwhelming vote the old age pension bill which liberalizes the present law, but leaves the minimum pension at $35 a month and the eligibility age at 65 years. California toll bridge authority endorsed the Metzbill providing an alternate method of revenue bond issuanee in addition to those of the recently approved Garrison bill. Cries against “power ‘trust’? lobbying tactics to block the public ownership program were hurled after the defeat of the Nielsen measure. Assemblyman Donihue, Oakland, introduced a constitutional amendment in the assembly calling for a gross receipts tax not to exceed one per cent, The measure would repeal the present sales, use, income, motor vehicles transportation and wine ahd beer taxes. From Washington has come word that the Central Valley Water Project will be allotted $12,500,000 in the interior department’s appropria-_ tion bill to be reported to the house next week. Under the prdsidpnt’s economy program, the original request of $15,000,000 was reduced, in keeping with other budgetary items of the department. Sacramento and San Joaquin delta communities are preparing for the annual Isleton Asparagus Festival following proclamation by Governor Merriam of. the week beginning May 16 as asparagus week. Climaxing a week of festivities with t street carnival, parade, a river regatta, a track ger bill which would permit «the state to purchase’ the Carquinez . and field meet and dozens of side atbridge and other toll bridges by condemnation proceedings. Assembly defeated the Nielsen! visits to the PREE: asin sheds and canneries in the delta. Canneies will be operating at capacity speed during the week. Ninety per cent of the nation’s asparagus is grown in this region. PLACES DESIGNATED TO ISSUE FIRE PERMITS DeWitt Nelson, forest supervisor of the Tahoe National Forest, announces that the following camp fire permit agents will be authorized for this summer: district offices of the California State Automobile Association in Sacramento, Auburn, Marysville, and Reno, Nevada; National Automobile ‘Club, Sacramento; California highway patrol, Grass Valley. Formerly a number of stores, resorts, etc. were authorized to issue such permits, according to Nelson, ‘but it has ‘been. necessary to restrict the number in order that closer supervision can be given to their issuance. Permits can also be secured at the supervisor’s office in Nevada City, or at district ranger headquarters located in Foresthill, Cisco, Truckee, Sierraville, Goodyears Bar, Camptonville and North Bloom@ield.
