ENGLEBRIGHT IN
FIGHT AGAINST
SIX HOUR LAW
In a statement given to the press
in Washington D. C., Harry Englebright, Congressman from this district, and resident of Nevada City,
declares that: ‘Application of the
six-hour day and five-day week as
applied to gold mines will reduce
tonnage and increase costs to. such
an extent that it will practically close
down every gold producing mine in
the state.
“The principal gold production of
the State. of California is obtained
from the deep lode mines of the
Grass Valley-Nevada City district
and from the Mother Lode. district.
These mines are now operated on an
eight-hour shift basis. These mines
have been operated for many years
and the shafts have been extended,
in many instances, to more than a
mile in depth. The lateral underground works extending from the
shafts are many miles in length.
Each mine, as a rulé, is served by
only one main working _ shaft,
through which all traffic and operations must be conducted.
DEAD TIME
“The ‘working faces of the mines
from which the ore is extracted are’
Scattered: through miles of underground works, and. approximately
two hours. of each shift is required
for men to proceed from the collar
of the shaft to the working face.
and return. The unproductive time,
therefore, now equals approximately
one-fourth. of the working shift. If
a six-hour shift were instituted, one
third of the miner’s time would be
unproductive.”’
Englebright declared that all of
the time now available On an eighthour shift is required to drili-a
round of holes in preparation for a
blast, and that the blast must be
fired at the end of each shift in order to minimize ventilation difficulties. He also said that one of the
major difficulties that would arise
from the six-hour day would be congestion of traffic in the mine shafts.
GOLD MINING DIFFERENT
“Gold mines,’ he said? “are different from many of the coal mines
and other types of underground develoments in that they only have
one main shaft available for all underground operators. Men must be
lowered and raised through the shaft
supplies provided, and ore and waste
removed. With the mills operating
at capacity the shafts are crowded
to the limit with the present eighthour shift. Any attempt to increase
the number of menunderground,
whether. at a given time or
in successive shifts, would lead to hopeless confusion. Power consumption
would be substantially increased because of additional requirements of
ventilation and hoisting.
WOULD CUT WAGES
“But, perhaps the most impyortant item of the application of the
six-hour day to gold mines would be
the effect the of miners. At the present time the average
wage for miners in California mines
amounts to $4.06 per shift working
about 28 shifts per month,
of $113.68 per month. If the same
hourly rate were. applied to a
upon Wages
or a wage
Six«
hour shift and a five-day week, the
average earnings of a miner would
be $63 per month.
“This would not constitute
a liying wage for miners having families
where the cost of living is substantially above the Corresponding cost
in other localities.
NARROW PROFIT MARGIN
“Tf any increases in wages were
made to offset the loss thus -sustained by miners, the cost of labor per
ton of ore would be correspondingly
=——
increased. Careful estimates. from
the actual operators indicate that
the proposed bill would increase the
cost of production to the extent of
$1.92. per’ ton. .This
double the margin of profit availis more than
able in any large mine now producing in California.”
