Randolph Collier, state senator ‘from Yreka, expressed this convici tion here today. Chairman of the ;Committee on Tax and Fiscal Problems, functioning under the California Commission on Interstate Cooperation, he announced that his group had endorsed the ballot proposal unanimously. Refuting assertions that approval of the measure would involve California in difficulties with other States or the federal government, Senator Collier said that, after study. ing the situation, his committee is ' convinced that the Constitutional . Amendment will have just the oppe'site effect. He explained: “Federal property ownership is “oncerned largely in the eleven wes“ern states.
