We will not dispute the fact
that there are five or six candidates for United States Senator,
. Who seek the Republican nomination tomorrow, anyone of whom
far Surpasses Senator Downey in
intellectual and
moral stature.
However, weighing the virtues of
all of them, we have decided that
Lieut. Gov. Frederick Houser,
leads them in several important respects. We are somewhat influenc-ed in this view because in days
agone, we knew Houser’s late fath“er wh€n he, too served in the
State Legislature. From a. practical standpoint, as well as from
an idealistic point of view, Hous}-er is a man, who, if nominated

elected to the U. S. Senate. We
hope and believe the Republicans
will give him thenomination.

TAX EXPERTS
FAVOR CHANGE IN
SACRAMENTO, May 15.—1If Californians follow the recommendations of tax experts they will vote
‘tomorrow to amend the State Con‘stitution by eliminating the prohibition against taxing federally owned
, property. s
i}
i
. Randolph Collier, state senator
‘from Yreka, expressed this convici tion here today. Chairman of the
;Committee on Tax and Fiscal Problems, functioning under the California Commission on Interstate Cooperation, he announced that his
group had endorsed the ballot proposal unanimously.
Refuting assertions that approval
of the measure would involve California in difficulties with other
States or the federal government,
Senator Collier said that, after study. ing the situation, his committee is
' convinced that the Constitutional
. Amendment will have just the oppe'site effect. He explained:
“Federal property ownership is
“oncerned largely in the eleven wes“ern states. This means thait costs of
local government services furnished
with respect to ‘these properties
must be paid out of taxes which fre‘uently prove unfairly burdensome
°7 other property owners in the vicinity.
“The purposes for which this fed““9] property is held are nationwide in scope. Common fairness re“vires that local tax payments be
cde in many instances. Only in this
way can we avoid a disproportionate
‘tax burden on surrounding property
owners for the benefit of the entire
country.
“Other states realize the importance of corrective measurés and are
joining with California in» urging
that state and federal laws provide
for local taxation of federally owned
property where the facts’ warrant.
Legislation is now pending in congress to authorize such taxes. We
must be prepared here to avail ourselves of the benefits of these laws
