PROPERTY LAW
SAN FRANCISCO, May 18.—California is again threatened with af
attack on its communitl property law
in a bill which has just been introduced in Congress, Sidney M. Ehrman, Chainman of the Statewide Tax
lCommiteee of the California State
Chamber of Commerce, warned in a
statement issued yesterday.
The new bill, H. R. 7049, was introduced in the House of Representatives on May 5 by Congressman
Treadway of Massachusetts.
This proposal, Bhrman said, would
require that for federal income tax
purposes, community income shall be
considered as the income of the
spouse who has the management
or
control thereof. The effect of the
‘bill would .be to require married couples in the nine community property
states, including California, to. file
joint income tax returns covering
community income. Separate property of married couples would not be
affected.
“The Treadway bill,’’ Ehrman said
community property states, married
women actually own one-half of all
property and income acquired after
marriage, except property or in@ome
received through gift or inheritance.
It would, in effect, tax the entire
community income to the spouse havying the management thereof, although the law provides that he is
only half owner 6f the income. The
fact that federal income taxes
levied on the basis of ownership, and
not on the ‘basis of
overlooked in the Treadway bill.
“Again Californians must act in
defense of their community property
law by protesting this attempted invasion ofjthe property rights of married women.”

Nevada City Nugget — Monday, May 18, 1942.
NAVY ABANDONS LAKE TAHOE
\Congressman Harry, L. Englebright, in a.telegram to The Nugget
Saturday, reported he has been advised by the Navy Department that
due to engineering difficulties in
construction problems Lake Tahoe
‘would not be used as a naval -training station.
vised that the protest of certain
‘property owners was not a factor in
this decision.
“Having intimate knowledge of the
lake region,’’ Englebright wires ,‘and
inasmuch as the site had béen duly
investigated and selected, I was
quite astonished that engineering
problems have developed that preclude the construction of the. project.
“Still believing it to be to the best
public interest and to the advancement of our war effort, I have requested that a reconsideration be
given to the establishment of a naval
training station at Lake Tahoe.”’
Englebright said shortly after the
Secretary of the Navy on Ampril 14th
announced the selection of Lake Tahoe as a naval training station certain property owners who make the
lake their home for a few weeks dr
months in the summer registered opposition to the lake being used as a
naval training station, alleging the
station would spoil the privacy of
their summer homes. :
“Exaggerated representations as
to weather cohditions were set forth
and suggestions were made that the
station be established at Pyramid
Lake, Nev., where in their words
there was plenty of desert land,’’ Englebright wired.
“The Lake Tahoe station was selected after due investigation by government officials fhefore the an.
nouncement of the selection of the
in Nevada was examined and I am advised a decision was rendered that
this site was not suitable as a naval’
training station.
“With reference to the objection
of certain property owners at Lake
Tahoe, I have contended there is no
locality or site, no matter how select
too good for the training of the men
of our navy or army.”
