Governor Rolph has received a pardon application. that promises to
command “lengthy’’ consideration.
The document, one of the longest
ever.filed with the governor’s office
here, contains 286 pages, intluding
39 full-page cartoons, and was submitted in behalf of Milford B. Martin, sentenced to San Quentin prison in 1930, following conviction on
a bribery charge.
Text of the application. seeks freedom for the convict on the ground
he was innocent of the charge and
had been “railroaded”’ to prison.

STATE BUDGET
SACRAMENTO, May 15—(UP)—
Every California motorist and truck
owner, irrespective of whether he
owns other property or not, will
probably be called upon to dig down
into his jeans to help wipe out the
state’s anticipated deficit of approximately $50,000,000.
An integral part of the budget
balancing program of the ‘‘committee of 14”=the program that will
probably be adopted in mid-summer,
if anything is done at all—is the additional one dollar surcharge on the
automobile registration fee.
‘The additional revenue gained
from this new tax would be diverted
to the general fund and would ‘total
for the next two years, approximately $4,000,000. ° ’
Nevada county’s share of this additional emergency tax would be
$3,018 according to. the latest figures of the number of automobiles,
trucks and trailers in this county.
The new. tax would, in every sense
be an emergency measure. It would
automatically terminate two years
hence.
Action. on the “committee of
14’s”” budget balancing and real
Property relief program will not be
taken until the mid-summer session.
Legislative leaders felt it wise to
await the decision of the people to
whom will be submitted in late June
a tax revision program. This includes
repeal of the so-called “amendment
number -1”’—ipn fact, it is’ amendment number 30 in the constitution
—which would mean abandonment
of the state’s traditional separation
of sources taxation system. It would
also include elimination of the mandatory requirements of counties to
raise $30 annually for each elementary school pupil and $60 for: each
high school student. A third vital
feature would be limitation of goyernmental cost increase in California to five per cent annually—the
state limitation would be five per
cent biennially—for the next two
years. After that period the legislature could limit government outlay at its own discretion ‘
Real property relief would be afforded by passing of a two per cent
consumers sales tax: and diverting
the anticipated biennial revenue
therefrom, estimated at $75,000,000,
to payment ‘i of the counties’ fixed
school charges. These charges are
now borne by real property.

Farmers and dairymen. of Nevada
county probably soon. will have an
opportunity to market their
ucts under a controlled production
plan.
Under terms of a measure already
Passed by the assembly and approvyed by the senate agricultural committée, establishment of a pro-rate
agricultural commission appeared to
be assured. :
Looked upon by proponents as the
only means by which farmers may
achieve a fair return on their products, the bill would provide for a
state commission of nine members
comprising four producers, two
“handlers” of agricultural products
and three representatives of the general .public.
To establish a district wherein
production of any one product would
be limited to a profitable amount,
a petition signed by two-thirds of
the producers in the area and representatives of two-thirds of the production would be presented to. the
commission. Providing the petition
met. certain * qualifications, pro-rate
certificates would be issued.
Unlike present co-operative marketing projects, the new pro-rata
Plan provides that Once the project
is launched, dissenting producers are
required to maintain their production within the prescribed limits or
be guilty of a misdemeanor:
While the system proposed in the
measure would limit the production
each grower has the right to market
his share in any manner he finds desirable. :
In explaining the bill, proponents
Pointed out that the whole proposal
is permissive, only giving the growers and milk producers the right to
apply to the commission for authority to institute a control-plan.
While the measure has the endorsement of most farm organizations, it» has been opposed by the
State Grange because the commission is given too great authority
to charge fees to finance organization of pro-rata areas.

Kate Walker
‘ie Sey the light burning, Kate.”
These were her husband’s dying
words. And for 33 years tiny Kate
Walker, who stood but 4 feet 10 inches
with her shoes on, remained faithful
to her trust, tending the giant beacon
on Robbins Reef in New York bay.
During these years veteran boatmen
estimate that Kate Walker saved as
many as 75 lives.
The young Kate had come to this
country from Germany, and opened a
boarding house at Sandy Hook. Here
her excellent cooking made a very favorable impression on Capt. Jacob
Walker, keeper of the Sandy Hook
lighthouse. They were married in
1882. Shortly afterwards Captain
Walker was transferred to the lighthouse on Robbins Reef. Four years
later he became ill of pneumonia.
Kate not only nursed her husband, but
tended for him the huge light that was
his trust. Upon his death, she was
Officially appointed keeper at Robbins
Reef by President Benjamin Harrison.
There were two small children at
the lighthouse in those days. Every
morning the young mother rowed them
across the bay to school on Staten island. Every evening she called for
them. She became an excellent oarswoman and distinguished herself time
and again by the courage with which
she braved high seas to launch her
small boat and row out to the rescue
of people who were in grave danger.
Not once during her thirty-odd years
of guardianship did the light on Robbins Reef fail.
