CITY HALL, BROAD STREET
. During the new fiscal year, startling July 1, for example, hard-boiled
economists estimate that approxim. ately half of what Mr. Everyman
. earns will go to pay the expenses of
-, the national defense program and the
normal functions of government.
. Only a small fraction of that amount
. however, will show up in actual tax

dozen other innocent bystanders who
have been impressed into service as
government tax collectors.
In this modern age, the old fashioned idea of having the tax, collector mail out notices is as out of date
as giving up your seat to a lady. It’s
just too obvious!
Consider, for instance, the current
craze for revenue bonds. The _ taxpayer has learned by hard experience
that general obligation bonds are a

. But revenue bonds say the magic
wand artists, are different; they’re
retired out of earnings, What they
don’t-admit, however, is that operating expenses of such revenue bond
stances, paid out of tax funds. Mr.
_ Everyman pays part of the bill on
his meter reading and part to the tax
cellector—and seldom learns what
the project really costs him! The
proponents of this sample of indirect
tax are busy at the moment, trying
, to get the legislature to re-enact the
old Garrison Revenue Bond Act,
. which the voters smacked down in
1938 by nearly a million majority.
Then, there’s the payroll tax. That
of course, isn’t a tax; it’s something
you’re really putting aside toward a
rainy day, so that you can draw your
savings, week by week, when another depression knocks the props out
from under your regular employment But the fact of the matter is
that during the past year employers
and employees together put some
$75,000,000 into the unemployment
insurance fund, and some $65,00,000
was taken out (even in a comparatively good year) by claimants of unemployment benefits. The pay out
policy is so liberal in other words,
that there’ll be little left to pail you
out—come that rainy day. Too many
people are taking 13 weeks vacations
at the expense of you and your neigh
bors and government officials are doing little to check.
If you want to know what government is costing you from here in,
don’t be an old fogy; don’t just look
at your tax bills. Take a look at the
price tag on that new suit or new
automobile: read your gas meter;
see what the state (not the boss!)
takes out of your paycheck; watch
the price of silk stockings and theatre tickets. In each and every item,
ladies and gentlemen, the tax will
be tacked on to the purchase price.
But you have to keep up with the

TRICYCLE GEARS
FOR PLANES AIDS
NICHT FIGHTERS
By DON WILEY
Many a pilot of Britain’s RAF facing a night landing on a make shift
field that has neither lights nor a
paved runway, has had reason to
bless an American aircraft development—the tricycle landing. gear.
' When American warplanes first
began arriving overseas the Rritish
were frankly suspicious of anything
so ‘‘radical.’”’ But experience with the
tricycle gear—-which, incidentally,
finds its greatest development on aircraft produced in California ‘factorics—-has transformed that suspicion
;iuto outspoken admiration.
Here’s the way ore war
' described the advantages of the threa
; wheel undercarriage in a recent letIter from London,
“Landing after a night raid is
something of a job. The fields we use
are short and unpaved: We get only
the briefest flash of lights to show
us the way.
“Many a two wheeled ‘kite’ has
been washed up because the pilot
came in too fast and overshot the
field or stalled too much and spun
in. But what a difference with that
tricycle gear under you!
“You can come in at incredible
speeds. The necessity of stalling your
‘kite’ is eliminated. The visibility is
time plo
that you can slam on the brakes
without nosing over and finding
yourself hanging upside down from
your seat harness.
The tricycle landing gear is an
intergal part of such California-built
ships as the Consolidated B-24 heavy
bomber, the Douglas A-20 and DB-7
attack bombers (as well as the giant
B-19), the Lockheed P-38 interceptor pursuit, and the North American
B-25 medium bomber.
