‘ Hight weeks of’consultation and still
the doctors at Sacramento are undecided as to the right prescription to put
the state budget back on its feet for
another two years. Everything from
sulphur and molasses to pink pills has
been suggested, but,.the physicians
have been undble to arrive at a harmonious diagnosis and cure.
Instead of tackling the state’s financial problems the first thing last March,
the budget Has heen allowed to go
begging. while legislative attention has
been concentrated on smaller and more
localized matters. Perhaps the reason
for this is that politicians wanted to be
sure that bills affecting only their particular localities were given attention
. before the Legislature became tangled
with state problems.
from lobbyists and from ,home have
cramped legislative freedom to deliberate and act. Then again maybe the
fact that party lines have been washed
away and politicians cannot grab onto
the old’ party. life-lines has made the
the gentleman a little more conservative when it comes to doing something.
Anyhow, it was not until last week
that the Senate hegan reviewing Merriam’s tax program. The Assembly has
posals, practically without alteration.
These are the income tax, the increase
in corporation franchise tax from 2 to
4 per cent and the raise in the banking
tax from 6 to 9 per cent.
To grease the wheels of the squeaky
tax-raising machinery, a joint legislative committee, made up of seven members of each house, has been formed.
Senator Walter Duval, the committee
chairman, has painted the first bright
colors on the gloomy taxation picture.
He has found. that improved business
conditions promise a greater return to
the state than was anticipated three
months ago This fact, plus a franchise
shave $9,000,000 from new tax needs of
the state. The Legislature will only
have to scare’ up $87,000,000 instead of
$96,000,000.
At its first meeting, the new committee indicated it will snub the so-called
nuisance taxes recommended by Merdisfavor of the proposed theater ticket
tax.

for the first setback the governor’s tax
program has received in the Assembly

other Merriam measures passed by the
Assembly for consideration in the

After a wrangle, it was decided to
delay action on the bill pending the report of the joint committee. During the
debate, amendments were added which
cut returns from the levy in two.

Getting Somewhere
The first major suggestion coming
out of the newly-formed joint tax committee was. a “minimum method” of
financing the state’s 1935-37 budget.
The new program, which many observers feel is more logical than the governor’s and which would not be overburdensome to taxpayers, would raise
$97,000,000 —— or $57,200,000 less than
Merriam’s suggestions.
Senator Duval, who presented the
plan, said that Merriam had underestimated existing sources of revenue
by $13,500,000. He added that the plan
does away with the necessity of a
special election over the utility transfer problem. A gross transactions tax
would also be avoided, one. of the big
budget balancing proposals. Further
reduction of the general fund deficiency
was suggested through bond financing
of $4,000,000 budgeted for institutional

When asked if he thought if the
gross receipts’ levy was a reasonable
tax, he said he believed.so. This was
taken to indicate that if a budget program cannot be worked out, he will
back Assemblyman Latham’s gross
receipts bill, which would raise $200,000,000 during’ the next biennium by
placing a 1 per cent levy on all gross
receipts. This measure is ready for
immediate action.
Of course nothing definite can be
said yet, but it is pretty generally conceded—at least by the observing spectators—that Merriam’s budget program
can’t possibly go through, as is. It is
believed that he has placed his figures
too high on practically all his items
Hence the other programs that are
now cropping up during the closing
weeks of the session.
Perhaps because he sees this handwriting on the wall, the governor is
planning.cuts in salaries and other
economies in the various state departments. He is introducing legislation
which will give the state personne]
board power to reduce salaries in the
; Califorina civil service. Reduction of
. excessive salaries is expected to reduce
the budget needs $200,000 biennially.
Incidentally, after the Senate’s refusing to confirm Merriam’s appointment
of John C. Porter to the last vacancy in
the personnel board. the upper house
gave its nod to Arthur J. Brown to
the post.
Also, Merriam has ordered a “reor. ganization” of the employes of the
. state-owned San Francisco harborto
cut costs $500,000 during

Labor Legislation
Labor took one on the chin at Sacramento recently with defeat of the 30hour week bill in the Assembly. The
same measure was tabled in the Senate
. labor and capital committee. The blow
. was not aimed at labor, however, but
at the danger to California industry .
that such a state law would create. The
Assembly favors the idea and has
passed a resolution to memorialize
Congress to establish a nationwide 30hour week.
Two other bills favoring labor have
been passed recently, both in the lower
house. One measure would extend the
prevailing wage law to goods fabricated for public works projects. The other
breakers.
The Assembly, which is active when
it comes to considering labor questions, is expected to battle over the socalled NRA Code Bill for states. Many
observers, including several legisla.
