FOR THE NEEDY
California takes two first places
and a fourth in the seeming race to
provide for the needy, says California Taxpayers’ association, analyzing
average payments per recipient of aid
to the aged, needy blind, and dependent children iby each of the fortyeight states, Alaska, Hawaii, and the
District of Columbia, for March,
1940.
California ranks first in average
aid per needy aged person in the
state, with an average payment per
month of $38.01. The average for
the United States as a whole is $20
and, if this average is called 100,
California’s payments per needy aged
person show an index of 190.1, the
association found.
California also ranks first in average payment per needy blind person,
the average payment in the state being $48.05 per month, the association said. The average over the United States is $23.56 per needy blind
person and California’s index number, based on $23.56 equalling 100,
‘s 203.9.
California takes fourth place in
aid to dependent children per family, providing an average of $45.33.
However, it is still considerably above
the national average of $32.56 and
with that average as 100, has an index of 139.2, the association found.
The only states which give more aid
per family for dependent children
are Massachusetts, New York and
Rhode Island.
“California has indeed been generous to the needy citizens within its
‘borders,’’ the Taxpayers’ association
declared. ‘‘Not only does it provide
the largest amounts per needy person, but its requirements for eligibility are liberal. Only about onethird of the persons receiving aid in
the state come under these three
categories. Other types of aid given
to.complete the relief picture in the
state, include SRA, WPA, CCC, NYA,
FSA, and aid to county indigents. In
February, 1940, 946,712 persons received aid in California. Aid given
to these 946,712 persons totalled
$17,734,797. This does not include
the cost of administration.”
RANKS OF CIVIL WAR
VETERANS THINNING
SACRAMENTO, May 30.—(UP)—
There
are only five ‘Civil War veterans in
the; state’s veterans’ homes.
A. P. Entenza, president’ of the
board of thé state division, revealed
that the last five survivors of the
Civil War are included in the local
membership of 1485 veterans.
There are only 11 Indian war veterans but 399 Spanish-American war
veterans and 930 from the world
war. :
Peace time veterans include four
subsequent to the Civil War, three
subsequent to the Spanish-American
war, and 29 to the world war.

SACRAMENTO, May 30.—(UP)—
Through cooperation of law enforcement agencies in conducting periodic traffic checks, there is a definite
improvement in traffic conditions on
California highways, Acting Motor
Vehicle director, Joe Mattson revealed today.
Preliminary figures show the
month of April had a reduction of
45 deaths on rural highways over the
