Riley today announced that the cost of state government in California has more than doubled since (1933. The state spent $279,284,297 in the fiscal year. which ended last June 30, an increase’ of $19,699,772 or 7.6 per cent over the preceding fiscal year, Riley said. Expenses have skyrocketed in recent years because the major portion of educational costs have been shifted from local agencies to the state and the burden of relief for the jobless and assistance to -the needy aged, blind and children has mushroomed to unprecedented proportions, the state controller @explained. : omporative cost of government figures for the past nine years folws: : i % Increase Expenditures for the year which ended June 30, 1939 included $4,170,125.92 representing. prior year costs which actually were paid during the year 1938-39. Not included in the 1938-39 total are expenditures of about $11,000,000 incurred in that period, but which were not paid until after the end of the fiscal period. Costs of unemployment relief, including administrative expenses, was $11,538,476 greater in the _ fiscal year ended last June 30 than in the previous year. This increase of 35.7 per. cent was due to an increase in the number of jobless and a curtailment of WPA assistance. Because the legislature at its 1938 session made a special appropriation of $6,000,000 to assist the counties in paying aid to the aged, an expense for which there was no corresponding appropriation for the preceding year, the cost of government for that purpose in 1938-39 shows a $6,000,000 increase. Other major items of increased expense in 1938-39 over the preceding fiscal year follow: The Golden Gate International Exposition recorded an increase of $2,898,829 because only a small portion of the appropriation was spent in the year prior to opening of the exposition. The 1938-39 expenditure was $3,361,079. The Division of Water Resources, burdened with flood control and reconstruction work necessitated .by previous year, an increase of 439 iper cent. RUNS AWAY CAMPTONVILLE, Nov. 23. — B. Massa, prominent citizen of Oak Valley, can verify the fact that there are still bears in the country. A few days ago he’ swung around a curve on the Yuba Pass highway, near the flume at the Zerga Mail box, four miles above town, and there in the middle of the highway was a big mama bear and two small cubs, Before Bert could collect himself, he had ran right over one of the cubs with his model T, he then stopped in time to see the little bruin get up shake himself and trot away with his mama and little brother into the woods. This was Bert’s first experience in running: over bears, and although it was just like running over a feather pillow, he would rather eatch his bears up a tree. OCT. GASOLINE SALES $4,620,918 SACRAMENTO, Nov. 23. — For the sixth consecutive month this year, October gasoline sales showed an increase over the same period of 1938, the State Board of Equalization reported today. Gasoline taxes levied on the distribution of 154,030,617 gallons of fuel amounted to $4,620,918.51 for October, a gain of 1.78 per cent over the income for the same month of the previous year, amounting to $4,540,166.10. Board of S8qualization’ records show that with the exception of April, each month of 1939 has been responsible for a gain over the corresponding month of the previous year in so far as gasoline taxes are concerned. The October income was only slightly under the $4,726,600.98 collected in motor vehicle fuel assessments during the previous month of the current year, the board report said, BEAR CUB, HIT revenues to cities and counties increased $781,369. ‘Because the regular biennial session of the legislature was held this year and only a brief special session occurred in 1938 the legislative expense shows an-increase of $419,403. The state contributed $416,257 more in 1938-39 than in .1937-38 to the State Employees’ Retirement + Fund; “and increased expenditures of $3,983,513; were smade for outlays. ‘The increases were offset partially by decreased expenditures in the following items. : The Division of Highways dropped its expenses by $4,849,431 due largcapital ‘ely to the ‘abnormally high expenditures of the previous year for repair and reconstruction of flood damaged highways. ‘Because expenditures’ “for assistance to the needy aged, blind and children were abnormally high in 1937-38 as a result of the state reimbursing counties for money previously spent and advancing funds for anticipated quarterly needs at the same time, the cost of this funetion in 1938-39 shows a decrease on paper of $4,848,687. Actually, however, expenditures for current assistance to the aged, blind and children in 1938-39 were $3,310,101 greater than those for the same purpose in the preceding fiscal year. SACTO. NOV. 29. Spain’s number one danseuse, Argentinita, and her Andalusion troupe : : will appear in Sacramento, Wednegsday, November 29, at the Memoriaf Auditorium. Fiery Argentinita, Sen— orita Pilar Lopez, and Antonio Tri-— ana with their ‘‘zapateados’” and “desplantes’’ (rhythmic heel tape and proud dance gestures) and bri liant versions of cuadro flamencs — dances, which are individual variations originally done in the cleareé squares of crowded cafes, have wom an enthusiasm of the Spanishtra— ditioned people that is almost vio— lent. In every Latin-American coun-— try where the gifted troupe has appeared; Argentina, Peru, Cuba, Columbia, Chile, Ecuador and Mexico, the audiences, recognizing the true Spanish dance so rarely presented, have demanded colorful dance after dance, with cries of “Ole!” and “otra vez!” (another time.) Often the artists have danced until tne management in desperation has turned off the house lights and pulled down the curtain. In Europe the dancers were giver the same enthusiastic acclaim. London, where. they danced before the queen and afterwards were receiv— ed in the royal box, was so enthusiastic in March, that four more concerts followed in June of 1936. The troupe has earned the same phenomeenal succes in France, Switzerland and Italy. Last year these continental audiences were especially enthusiastic over a suite of Latin American dances based on native folk material that Argentinita had been pre-. paring for the last two years, an& which will be presented here. However the artist who adds the final colorful touch to the troupe’s program is Carlos Montoya, of theMontoya family of Flacenco guitat ists, who. practically forgets the dancers he is accompanying with hot potas and speedy sevillanas until by a certain Spanish magic they all decide simultaneonsly to Beg it to an end.
