MORE HOPEFUL TRENDS

replacement of a spirit of antagonism by a spirit of cooperation. .
Merryle Stanley Rukeyser, well-known economist, struck
the prevailing note of hope the other day when he declared
that the prophet of doom who kept repeating that we were on
the verge of collapse has been belied by the course of events.
He added that the new attitude is to regard business men and
bankers as instrumentalities for economic improvement
‘through whom the President can work.
It was in this new spirit that representatives of code au*
ington, adopted a resolution affirming faith in the NRA, and
set themselves resolutely to the task of improving the working of their codes in the light of experience.
Finally there is the appeal in behalf of members of the
National Industrial Recovery Board for cooperation from American business in reorganizing NRA, the NRA which will be
called upon to function after the present recovery act expires
next June. Arthur D. Whiteside, a member of the Board, has
stated that if business men will formulate their ideas and send
them to Washington in the form of constructive suggestions,
their ideas will be used in shaping a new NRA. There is no
reason on earth, said he, why the NRA should mean that business men lose individualism and become regimented.
These all may be only straws in the wind, but taken in
the aggregate they indicate unmistabably that more favorable!
winds are blowing.

. BETTER HOUSING
As our country enters the sixtu
winter of depression and as the burden of relief to the unemployed
crows heavier, the absolute necessity for sounder policies than the
present emergency measures now

no fault of their own, must be given
aid in order to exist and the various
governmental agencies are’ giving
this aid. In accomplishing this project, there are no doubt countless instances of inefficient administraition.
Nationally known figures, criticizing present policies, have charged
that in some cases only 50 per cent
of the funds allocated for’ relief
reaches those for whom they were
intended, the balance being misappropriated and spent in their administration. The most dangerous aspect of the present relief policy
however, is the undeniable fact that
the vast sums being spent by government to enable these millions to
exist, are doing very little to bet‘i there will

Ever since the advent of shortwave reception, great minds in

the obstacles of weak signal
