Harry Lutgens, State Director of Institutions, in a report to Governor Merriam, announced that the excess population in California’s mental hospitals will ‘be reduced 17 per cent by March 1, 1938, as a result of a widespread building program following appropriation of $8,000,000 in the last two years. Unemployment relief cases cared for by the state dropped from 40,773 in August to 37,246 in September, a decline of 9 per cent, State Relief Administrator Harold E. Pomeroy reported this week. At the same time State Controller Harry B. Riley revealed the campaign against unemployment relief chiseling and irregularities of administration of the dole has saved the treasury $1,250,833 in the last i7 months.
