A Broken Down Broker and Man of Fashion—Princely Generosity of a Wall Street Man—Pathetic Instance of Marital Devotion—Albert Fink's Works, Ways and Appearance. ( Copyright 18838.) : The other dag { noticed a slightly-built, hatchet-faced man in seedy clothes and & weather-worn straw hat lounging in the stately gateway of the great Mills Building on Broad street. He hes to have nothing todo but to gaze listlessly at the bustling scene of hurrying brokers, clerks and messengers and the longline of cabs stretching from the Stock Exchange fora block or more down the street, “Do you know who ‘Yaat is?” asked a prominent broker. “No. ”» ‘His name is Baldwin. He was once Colonel of a regiment and was groomsman -for Governor Sprague of Rhode Island when he was married fo Kate Chase, the daughter of Chief Justice Chase. He used to be connected in business down here with his brother, Barney Baldwin, one of the swells of the Tuxedo Park Club, 3 It was a new {illustration of the dramatic’ vicissitudes that come to men in Wall street. Once this man who is dependent upon the bounty of relatives or friends whom he does not hesitate to accost for jetty “loans” was a handsome man and so prominent in society that he was the best man at the wedding of agovernor to a beautiful and distinguished woman, ‘But though he is now only about 45 he looks ten years older; theface is sallow and pinched and: pimply, suggesting something of which the sacred writer of old said, ‘‘at the last itstingeth like an adder.” Governor Sprague himself fell from his social estate partly through undue addiction to the wine cup, quarreled with his wife, became insanely jealous of her and threatened to shoot the late Roscoe Conkling, who was the legal adviser of the danghter of his life-long friend, the Chief Justice. Sprague was a rather picturesque figure inthe early days of thewar, but any illusion as to his personality or delusion as to his capacity for public life was soon dispelled and with him his old cronies stepp-d down to their natural level. The brother of Governor Sprague’s old fellow roisterer, Baldwin, was atone time a stock broker in partnership with a rather bright fellow named Draper. Tho late millionaire operator, Baron Woerishoffer, nvet Draper one night down at Long Branch before the young fellow had ever dreamed of beceninga stock broker on his own account, and said: “Draper, why don’t you go into business in Wall street?” “Why, I haven’t money enough to toy. & seat in the Stock Exchange,” was the “Oh, if that is the trouble,” said the . operator—who had accumulated ten mil. lions in daring stock campaigns—“if that is all the trouble I will buy you aseat myself.’’ He did. It was not the mere effusive talk of achampagne supper to be coldly ignored the next day when the blood was less heated. Baron Woerishoffer actually bought a seat. in the Stcck Exchange for thirty thousand Gollars and presented it to the partner of Barney Baldwin, who is well known in New York cociety, while his brother once a Colonel and a handsome beau in another social world seeins to play the role of Lazarus at the rich man’s gate. There are queerer contrasts than this in New York business life. One of the most prosperous brokers in the city allows his old father to black boots for a living. -He makes no denial of the fact _ but says that theold man is not fitted for any other work and is better employed than idle. The broker himself used to be a bootblack and rose by sheer force of character and native German shrewdness. Charles Lamb’s devotion to his insane sister was one of those instances of selfabnegation which are asa silver lining to the darker and more sinister traits of human nature, but it is, perhaps, more than equalled in some respects by an instance fof unselfish devotion on the part of aman in one of the institutions near New York such as is rare outside of the pages of fiction. It ts thé case of a man and wifé, They lived: happily together, but by one of those strange visitations of fate, the happy wife became insane. Cases are not rare where a husband hasshown devotion to an insane wife. There are others in which the husband has sought to play the role of Mr. Rochester in “Jane Eyre,” and ignore a tie which he speciously argued had been sundered by a stroke of fate, though in most, if not all, of our States, at least, insanity ‘subsequent to marriage isregarded asa disease, and no tion or any other ailment, But in this case the husband forsook his home in’ New York, where he had lived on a small _ income received from wealthy parents in Europe, and soughtand secured a position as bookkeeper in the workhouse close by the insane asylum where his wife was co.fined, receiving no salary for his services, and remains there now amid forbidding surroundings simply that he may be near his stricken wife, who smiles vacantly at him or talks-with pathetic volubility and earnestness of her fixed delusions across that dark mental gulf which separatcs the Gehenna of madness from the relative Paradise ofsanity, His only thought is to soften the blow to his wife as much as possible, to ameliorate as far as may be her sufferinces, a pathetic attempt to’make the hand of fate seem like velvet rather thaniron, For seven years he has remained faithful in his devotion to his mentally dead wife, scpulchred, so to speak, »s'a hopeless Junatic in the cemetery of the mind, an insane asylum, intellectual ‘qualities which command the awimiration of men, but illumined by unselfish devotion as with a sacred nimbus, A man with a distinctively German caste of features moves quickly along Broadway, his browcontracted ina battle ‘with some abtiuso problem in railroad '# ife, is well known all over this eg it is Albert Fink, the autocrat of the power any one railroad maninthiscountry. In June, 1877, he was appointed commissioner of the trunk lines to apportion the percentages of freight to. be carried by the members of the railroad pool, to maintain rates-and adjust differences among the -roads, The Inter-State Commerce Law has modified, but not destroyed, his power. He is very courteous to inquirers who understand the railroad business. To others he is abrupt. The late Wm. H. At times reporters make Commissioner Fink’s life a burden, On one occasion after an important trunk line’ meeting he founda small army awaiting him, and he distinguished himself by escaping and sliding down the hall banisters in a wild flight for a private office on the floor below, the first time on record that a millionaire has performed the brilliant. acrobatic feat of sliding down a fifty-foot banister, ballasted by two bigaccount/books, without tumbling from his slippery perch. He carried his point, too. He got away from the astonished reporters.
