With more than 6000 volunteer workers in the. field throughout the state, officials of the Local Option Campaign Committee, headed by Dr. J. GC. McPheeters in Northern ‘. California, and by Dr. Roy L. Smith in Southern California, are predicting defeat for Propositions No. 3, (liquor control), and a victory for Proposition No. 9 at the polls November 3. Attorney Nathan Newby, prominent Southern California. Democrat who wrote the arguments which have been submitted to voters against Proposition No. 3 and in favor. of Proposition No. 9, predicts a victory for the local option forces on November 3. He bases his conclusions on the recent local option victories in -. Maine, Ohio, Texas, New York, Pensnsylvania and other states. “The people of California want relief from present conditions’ declared Mr. Newby. “Because of the 19.3 ADA CITY NUGGET __ present lack of ‘local control,’ residence districts’ have been invaded by ‘liquor stores, communities with overrhelming dry sentiment have been compelled to tolerate the sale of alcoholic beverages and little protection has been given schools. church3, veterans’ homes and other institutions. f ‘Proposition No. 9 is. not a prohibition measure. Communities which do not choose to use the power afforded them. by local option, will simply be governed by the Alcohol Beverage Control Act. “On the other hand, however, Proposition No. 3 seeks to set up a political. spoils system that would place the entire administration of alcoholic beverages in the hands of a 3-man dictatorship not responsible to the people,’’ Mr. Newby declared. “Those who believe in home rule and who wish to protect their communities from liquor selling establishments should vote ‘no’ on this amendment.”’ -To participate in the administration of the present government, the higher officials logically should be Democrats. To get and hold a WPA job, the candidate for relief must be a Democrat, even if he is a ReGRAVY FOR THIS. REPUBLICAN The following account of the experience of a Placer County Farmer shows how the Soil Conservation act is administered. The farmer was visited by an assistant county agent, his boss being district administrator servation. Siurveyipg tthe property the assistant noticed a field of clover. He addressed the farmer andthe succeeding conversation went something like this: “Are you collecting on that field of clover?’”’ “No, why should I?” “Under the Conservation Act you are entitled to.’’ “But I didn’t plant it to conserve anything; I planted it for feed for my cattle.’’ : “Nevertheless, you can collect on it. The same kind of money is going to others; why. not to you?” ' “All right, if you insist.” “You'll have to fill out some papublican, pers which I will send to you later. VOTE NO ON FOR LIQUOR LAW ENFORCEMENT PREVENT RETURN OF PROHIBITION F. M. McAULIFFE, General Chairman feo! 3 community. 9 CALIFORNIA'S LIQUOR SITUATION Proposition 3 removes liquor control entirely from State Board of Equalization. Sets up impartial Alcoholic Beverage Commission. Provides adequate local enforcement. Provides mandatory public hearings on demand of local authorities and authorizes commission to deny or revoke licenses if. character of applicant or place of business unsatisfactory. Authorizes commission to limit number of licenses in any Under misleading title of Local Option, Proposition 9 gives City Councils and Boards of Supervisors power to bring back bone dry prohibition overnight WITHOUT A VOTE ‘OF THE PEOPLE. Would inject wet and dry issue into every local election. Would bring back bootleggers and speakeasies. Would cause widespread ‘unemployment and irreparable loss to our $400,000,000 wine and grape industries and $250,000,000 tourist trade.
