. : Tugwell The Communist .
The punitive tax on corporation surplus earnings comes
from the communist wing of the New Deal. It was propose
by Rex Tugwell in 1933 in his book “Industrial Discipline”
published just after his adoption by Roosevelt. In that book
Tugwell strongly advocates the communistic control of industry and business as follows:
Allocation of capital investment by the federal government—which means. that the government shall decide in
what industries capital may be invested and how much.
That being done, corporate surpluses would be driven
into the open market by punitive taxation.
Then the government would supervise. investment of
such funds by federal control through federal incorporation,
which would be withdrawn from the states altogether, to
quote Tugwell’s exact words, ‘some subterfuge might need
“to be employed; the flow of new capital into different uses
would need to be supervised; prices: would have to be controlled.”’
The resentment by the public against Tugwell and his
communistic aims has driven him into retirement, during the
campaign, but this retirement is only physical. His influence
with and control of many New Deal policies’ is still apparent.
