THE SALES TAX
Repeal the sales tax? It may sound attractive, but what
have its adovates to offer as a substitute, inquire many California editors. :
Would they plunge the state into hopeless insolvency,
close the schools for lack of funds, return the burden to real
estate, or adopt a combination income and transaction tax?
Tax burdens should be equalized, said the Pasadena StarNews, with the spread made as thin as possible to prevent any
group from being taxed excessively, adding: ‘‘In accomplishing this, it is to be expected that there will be writhing and
grumbling and criticizing and opposing among those who have
beén exempt from bearing their fair share of the tax burden
Those who have the gdod of the state at heart will go forwarc
with this equalization process, regardless of all the criticism
and opposition of those who heretofore have been shirkers in
the matter of being taxed.”
“Although petitions are being circulated for a referendum
on the sales tax,’ comments the Marysville Appeal-Democrat,
“all who are concerned for the orderly and safe transaction of
the state’s business will hope that the movement fails. No one
who is opposed to the sales tax has yet advanced a substitute
that will keep California out of almost hopeless insolvency.
To kill the sales tax now would be to pile up a gigantic deficit
from which we coud not extricate ourselves for years and then
probably only through a levy upon real property. *
‘We spurned the tax on real estate when we voted for
the Riley plan,’ remarks the San Diego Sun. “And the action
mwas logical to many, although the Sun pointed out the weaknesses of the plan and predicted the situation that now confronts us. The burden on real estate is even yet too oppressive. As for the other alternative it includes a form of sales
tax and an income tax, hence it would be even worse than the
sales tax.” :
The Béverly Hills Citizen believes that “while the sales
tax is an interruption in the smooth conduct of business and to
many comes as a hardship even in the small amounts subtracted from the purse of the individual, the state cannot afford to
go into bankruptcy and must take care of its obligations. If
it, like the individual, spent too much in the spending days
there is no way out of it than to pay the piper.”
“It is fairly reasonable to assume that the issuance of tokens valued at one-eighth of a cent, to’be used in collection of
the sales tax by business houses is not going to popularize
that measure,” in the opinion of th eSalinas Index-Journal.
“The people as a whole have not taken kindly to paying an
extra €ent or two on small purchases, and when they are told
they will have to carry tokens around with them to provide for
the tax on sales amounting to five and ten cents, there is bound
to be increased dissatisfaction.”
“We suggest,” Concludes the ValleyoTimes-Herald,
‘that those sponsoring the referendum on the sales tax be reasonable enough and fair enough to propose a substitute. The
fact that they have not done so shows the weakness of their
cause. X X X We are not championing the sales tax because
we like it—but because the citizens of the state of California
sre at the bottom of a deep financial pit and it seerns to be the
most satisfactory ladder to use.”’
