FRIDAY, SEPT. 28, 1934 o eee. ihc CITY. NUGGET WINE AND BEER TAX TOTAL DROPS SACRAMENTO, Sept; 27 —Als: though beer and wine sales continue to be brisk, the state tax for August on these beverages at two. cents per gallon amounted to $159,519.17, marking a decline of $4,401.05 under the record smashing total of $163,920.22 for last month. A 65 foot:cross cut has been Tun from the bottom of the 105. foot! } Shaft at the Mack Mines and a heavy flow of water encountered which ;means they are now nearing the vein. . This property was operated as a . gravel property for 30 years: by Mr. McCutcheon, grandfather of Mr. Bruce Wallace, who is now opening the mine. A ledge was encountered in the gravel and a 90 foot shaft sunk. A young man was killed in the mine about 45 years ago and Mr. . McCutcheon shut down the mine for the funeral. In that short time the mine flooded and the old style pumps were unable to unwater the shaft, causing it to be abandoned. It is claimed the ore milled $40 per ton. Wer MATTIE MINE Work is to be resumed ‘this week to the 1,000 foot: level in the three compartment shaft at the Mattie mine in the Deadman Flat section, seven miles below Grass Valley. The shaft is now down 730 feet. <A station is to be cut before sinking continues. PENNSYLVANIA MINE Sinking on the main shaft of the old Pennsylvania mine at Brown's Valley, a famous old producer which was abandoned for over 30 years, has progressed past the 200 foot level. Superintendent H. W. Whiting stated a few days ago, that one new ore body had been encountered, that carried values of $12 a ton. The company expects to cut a larger ore body at the 500 foot level. A crew of 14 men have been employed steadily since the completion of the surface works and the new incline shaft was started. Mrs. Louis Kopp and two sons spent last week end in San’ Franeisco. C. E. Bosworth and nephew, Walter Bosworth, spent a couple of days in Oakland this week on business. Since the Civil War, the American parties have , served merely as checks upon each other, only issues of relatively minor , importance, particularly the tariff , issue having been involved. ’ Perhaps the: most lucid explana. the party in government was made . by Lecky who. said, ‘there is a real natural history of parties, and the /tain broad distinctions of mind and ,character that never can be éffaced. The one side rests chiefly on the great . truths that one of the first condi. tions of good government is essential . stability, and on the extreme danger jot a nation cutting itself off from the traditions of its past. The other i Side rests chiefly on the no less certain truths that government is an organic thing, that it must be capable of growing, expanding, and adapting itself to new conditions of thought and of society. The one side represents the statical, the other the dynamical element in politics. Day by day we are witnessing this elementary truth ‘of. political science taking form and substance’ .Across the old party lines old eiiersnces . forgotten, these differences in themselves of . relatively minor importance; the new forces are aligning themselves, statical versus dynamical. The dynamical or liberal view points. as represented by the New Deal, recognizing the revolutionary changes in conditions within our’society from some of the traditions of the past has brought down upon itself the wrath of the statical or conservative element that so far have no unified organ from which to hurl its thunder. On the other . } hand industry attacks NRA grounds that its activities in fixing prices, wages, hours of labor ecie., is contrary to the laws of economics and that it is a detriment to normal business recovery. . There is no, question but’ what NRA has accomplished vast good. Also, there is no question but that it being experimental; many changes in‘ its aims and operation must be incorporated. Recently brought to light, to demonstrate, one yital necessity for recovery that the NRA has ‘taken no steps to correct; are some interesiing statistics. on the comparative pur we find that the national income.for come. Salaries and wages of all kinds received approximately 65 per cent. It is within this division of income distribution (salaries and wages) that such astonishing changes have taken place within the past fifteen years. That part of the mational. income distributed as salaries and wages is broken again into two sub-divisions; producers, those who actually produce goods, sources of power, transportation, communication etc., and those who are described as rendering over-head services,\such as those engaged in selling, finance, and the professions, etc. In these two groups we find that in 1917. 63 per cent of vidtials were receiving 32 ¢ of the portion of the nation come going to salaries and 1 Against these figures may be pared ‘the over-head services in 1917 showed 37 per cent — f . individuals receiving 50 per the income while in 1932 this ber had increased to 50 per «e ceiving 68 per cent of that DO! of the national income earned salary and wages.
