In a government such as ours, a strong minority in Congress is imperative if the nation is to escape dictatorial rule by
the Chief Executive. I mean by this that when the party in
control of national affairs has a majority in the House of
Representatives and Senate of reasonable proportions, there
are enough independent spirits in the halls of Congress so

that legislative action bases itself upon the merits of the is% . . . id e
sues. Under those conditions the legaslative branch feels its
full responsibility and asserts its function as the interpreter of
the public will.
Since the advent of the New Deal the numerical superiority of the majority party in both Houses of Congress has
been so overwhélming as to produce the effect of a one-party
government. Consequently, we have had, first, regimentation of business under the NRA, then regimentation of agriculture under the AAA, and finally, usurpation of power all
along the line by transfer of legislative functions to the Chief
Executive, including the all-important control of the purse
strings.
This insidious desiruction of the power of the people
over their own affairs will proceed apace until they, through
the ballot. restore within the Congress a more even balance
between the two great political_parties; and’ what is equally
important, elect to the high office of President a man who
has no delusions with regard to blessings accruing through
centralization of authority in the White House.
Outnumbering .the Republicans three to one in both
Houses of Congress, the New Dealers have created a new type
of government distinguished by its disregard of the checks
and balances erected by the Constitution, the only capable
defender of which at the present time is the United States Supreme Court. If the present incumbent of the White House
is re-elected, what assurance have we that the Supreme Court
would not be ‘‘packed’’ with those who would agree to the
changes in our fundamental law sought by Mr. Roosevelt?
Here is the fundamental significance of the impending
election.

If the people of the country fail to see, to think, and to
act clearly in this great crisis confronting the nation, we will;
drift into the same maelstrom which: has engulfed the nations
in other parts of the world.
Labor Day

It is more than just-another holiday that California and
the nation will be celebrating next Monday. Besides its special significance to all who work with hand or brain for a liveJihood (and that includes most of us), Labor Day is at once
an epilogue of summer and a prologue to autumn.
Men march and bands play, picnicking crowds flock to
the countryside, the children in many communities are all fitted out and thinking-of a return to school on the morrow, and
pervading all is a realization that summer is through and
autumn is beginning.
Above all, let us remember, this year, to be careful on
the crowded highways, where death claimed more persons on
Labor Day week-end than’on any other in California last
year. Let us remember, too, that overbold sWimmers are often
drowned, and that a match or cigarette carelessly tossed,or a
campfire left burning in the woods, may wreak destruction.
There is one particularly good thing about this holiday.
It can never fall on a Saturday or Sunday. And that is right
because’ for all who punch a time clock whether actually at] =
> the factory door or only in their minds, it always means an
extra day for rest or recreation.

. With the swift, sure stroke of a six to one decision, the
State Supreme Court gave the Single Tax the axe last week,
and all California cheered. Off the November ballot it went,
held. “‘misleading and tending to deceive the signers.’
Perhaps there were a few ardent and sincere advocates

blinded them to this deception attempted by their leaders.

breaking ceremonies for the War
Department’s new $7,000,000 Air
Repair Depot and Supply Base will
be held Tuesday, September 8, at 11
a. m., Sacramento.
This is the initial Air Corps development under the National Air
Defense program, authorized at the
last session of Congress.
Directors of the California State
Fair have‘ designated this day, Sep. tember:'8, as “Aviation and Radio
Day’. Army aircraft of the Pacifie
Coast will stage an aerial demonstration at the site of the new Repair Depot at 11 o’clock and, following, with a similar demonstration over ‘the State Fair grounds.
The aerial program will be under the
leadership of Lieutenant Colonel
Clarence L. Tinker,-Gommander of
Hamilton. Field,

BRET HARTE DAIRY TO
EXHIBIT AT STATE FAIR
U. S. N. Johnson,. proprietor of
Bret Harte Dairy, is this year again
competing at the State Fair. He sent
exhibits of milk and cream down to
the State Fair early this week. These
will be given the usual tests. This
dairy was the winner of the State .
Fair gold medal in 1931, 1932 and
1933, winning second in 1934. No
exhibit was made last year, but this
year, Mr. Johnson expects to win
the medal again. :
