(Watercolor by Dave Comstock) Scotts Flat Dam project to a WPA recreation project at the Cisco Ski Course. In October 1939 the Scotts Flat camp population rose again when the men who had left for the summer to work at Cisco returned to their winter quarters. One project that kept the men busy was to partly relocate and widen the road. The project involved securing rightsof-way across several tracts of land. The existing roadway was hard to keep open during heavy snowstorms because its narrow width made it difficult to use heavy equipment to remove snow. When the 1940 Federal Population Census was taken (April 13-15) the SRA camp at Scotts Flat had become a small hamlet. Of the 237 people enumerated at the camp 225 were men and 10 of the 12 females were listed as wives, one was a daughter, and one woman, Eve Flewellen, age 59 and a widow, was the high school principal. Other occupations at the camp (besides laborerss and helpers) included butcher, baker (no candlestick maker), cook, servant, watchman, mechanic, janitor, telegraph, waiter, dishwasher, locksmith, miner, blacksmith, painter, sawyer, caretaker, machinist, wood worker, cat skinner, yard farmer, time checker, water boy (age 48), bookkeeper, night watchman, chief store clerk, straw boss, and a variety
of positions in the lumber industry. Construction of the Scotts Flat dam itself was not completed until 1948, exactly two decades after the first dam was built at “Lower Scotts Flat” (now known as Deer Creek Reservoir).
