201 NOVEMBER 3, 4, 6, 1877 GRASS VALLEY UNION
the ground for road bed unexceptionable. Another route could be had, going by Hawley’s mill and
thence through field and up hill by a 24 inch grade, making the road one-half mile shorter.
The Board also heard the statements of Messrs. Hawley and Richardson, in favor of adopting
the lower route, and the Board having heard all the arguments of the parties, on motion it is ordered
that Road Commissioner Knotwell be authorized to advertise for proposals to construct the roads
from Lake City to Columbia Hill. Said proposals to be for constructing said roads from the initial
to the terminal points of each of the roads proposed, and that he be authorized to adopt the route
for which the lowest bid is made; and it is further ordered that the County Surveyor be directed to
survey a certain other route suggested by Mr. Hawley, prior to advertising for said proposals.
In the matter of the rights of way to be procured from Columbia Hill, Road Commissioner
Knotwell submitted the report of appraisers on land of Jacob Kanouse, awarding damages thereon at
$75; also submitted other agreements of allowance of damages to be awarded for releases to parties
on the line of said road, amounting in the aggregate to $300, and stated that releases could be
obtained from the various parties owning or claiming said lands.
On motion, the report of Road Commissioner Knotwell was accepted and approved, and
thereupon said Road Commissioner declared said road a public highway. It is also ordered that a
warrant be drawn on the Road Fund for $300, in favor of John Knotwell, for damages awarded, and
for releases on said road... .
Persons and Things.
G. F. Deetkin’s residence on Bennet street, is offered for sale. We are sorry to learn that Mr.
Deetkin is going to remove to San Francisco. He has long been one of Grass Valley’s most
popular, intelligent and useful citizens.
Peter Johnston is fixing up the sidewalk in front of his store. He is taking up that hard old
slippery stone pavement and is putting down wood... .
The Supervisors have ordered the prisoners in the county jail, sentenced there for a term, shall
work on the roads. We do not know whether the order is lawful or not. We studied theology
and not law, when we were young. Some say that the Supervisors cannot legislate an extra
penalty on a man after his conviction for a petty offence. The working part of the business also
gives the prisoners extra appetite and the county has to pay for the food. Upon the whole we
don not approve the order.
