A Family Visit,
Multiplied 50 Times
Some fifty foreign students and their
familiesstudyingat the University of
California at Davis will be welcomed into
a like number of Nevada County homes this
coming weekend.
Névada C ounty has welcomed foreign
students over a period of years, ona scale
which we believe has seldom been equalled in communities of similar size.
The purpose of these hospitalityweékends is simple: to promote international
understanding through people to-people
contact. Efforts towelcome foreign students into American homes pay off in increased American understanding of the problems andthe peoples of this small world;
and the foreign students, many of whom
are destinedtobe the leaders of their nations when they return home, acquire a
knowledge of andrespect for American families in an American Community.
At the same time, it usually happens that
the visitors ahd the host families enjoy
themselves, and feel personally enriched
by the experience.
It is understandable that former President
Eisenhower and President Kennedy have
publicly commended efforts of this kind-and that the foreign students at. Davis have
come tolook forward to Nevada County's
hospitality weekend.
Scenic Highways?
Local ActionNeeded
It is evident there is a growing recognition of the value of protecting scenery
along the most pleasant of California's
highways.
The U.S. National Forest Service has
requested the withdrawal of federal land
in Tahoe National Forest from possible
mining claim inorder to provide a 200 foot
roadside area on each side of Highway 49.
The California State Auto Association is
investigating the problems of establishing
a similar roadside area along portions of
Highway 49 throughout the Mother Lode
area.
The State of California is working toward
the establishment of a scenic highway system within the framework of our state's
highway network.
Private, state and federal agencies aré
aware of the benefits that beauty can lend
to many of our highways.
It is time that our two cities ad the
County of Nevada do their part in protecting
the scenic value of travel through our area.
The cities have the Opportunity :to
insure the landscaping of the proposed
freeway through their boundaries by adopting ordinances limiting the use of billboards along the freeway right of way.
Both Nevada City and Grass Valley have
the matter under considerationg. We urge
them not to delay in meeting the requirements. A landscaped freeway is not a
scenic highway-per se, but it is far better
than a billboard alley through our cities.
Unlike the city portions of the freeway,
in the county the State of California can
of its own accord name the new freeway a
landscaped highway and ban billboards
that are not of local nature.
But the county still has not faced up to
the problem that billboards can create on
‘other highways through these scenic Sierra
foothills.
A proposed county billboard ordinance
has been gathering dust since a series of
informal discussions on the ordinance
con'ducted by the planning commission
drifted into the area of forgotten business.
There was opposition to portions of the
proposed billboard ordinance. But there
was never local opposition to the banning

Friday the Nevada Union
Miners baseball team was defeated by the Marysville Indians in Marysville. The
score was 16 to 1,
of billboards to protect the more scenic
portions of Highway 20 and 49 north’and
east of Nevada City.
It would seem logical for the county
to take immediate steps to preserve the
scenic values of these two areas, An
emergency ordinance could offer these area
protection during the interim of discussion
that would benefit a wider area of the county.
that would benefit a wider area of the
county.
’ As our county grows we must remember
that it is not necessary to have allthe
blight and ugliness that often accompanies
growth. But it is necessary to foresee our] .
county as we would like it to be, and then
toactin a manner to insure that it will be
able to grow in that direction
We are encouraged by state interest in
scenic highways, and by federal action to °
protect the atmosphere of Highway 49. .We
hope city and county action will soon implement the protection of our highway
beauty.
