law Officers Are Praised
By The Attorney General
At Conference Held Here
Law officers in general and
Nevada County District Attorney
H.arold A. Berliner received a
big pat on the back last week
from the state's chief law enforcement officer. :
Attorney General Thomas Lynch
was speaking last Wedpesday at
the luncheon meeting of the Zone
1 district attorneys, sheriffs and
chiefs of police.
Lynch told the group of 80 officials that the state had the best
system of law enforcement in the
nation andwas the leader in providing information and statistics
on law enforcement for the rest
of the nation,
Berliner, who along with Sheriff Wayne Brown, hosted the zone
meeting, introduced Lynch at
the luncheon at Jacks Deer Creek
Inn, and said when he was appointed district attorney he went
tohis friend Tom Lynch to leam
how to be a DA.
Lynch said he must have been
one of the best teachers of ‘district attorneys around because
the few moments he spent. with
Harold Berliner that day produced.one of the best district
attorneys in the state.
Lynch warned the law officials
to listen to their critics and examine their background and motives. He said that one constantly hears criticism about the
crime rate in California and
blame it on the governor or the
attorney general,
“When they accuse the governor or the attomey general for
being responsible," Lynch said,
“they are accusing not only

analyze what is being said and
examine the analifications of the

The attorney general made a
pitch for a $510,000 budget appropriation for a computer system design study which he said
would provide almost instantaneous communication between
counties and put the smallest
county law enforcement staff on
a par with the largest metropolitan police force in the state.
During the morning work session held in the Nevada City
Veterans Hall, Assistant Attorney General Al Harris discussed recent court decisions and
suggested what impact these
might have on law enforcement.
He stressed particularly the improved situation on prosecuting
pornographic literature and mentioned new problems in connection with the controversial Dorado decision.
J.L. Hawkins, assistant director
of the Department of Justice told
ofnew advances in gun registrations, the future of electronic
data processing for law enforcement and answered questions on
a variety of other subjects,

Bureau of Griminal Statistics,
the CII and the Division of Pri* sons.
Atthe conclusion of the mornning session Berliner was named
chairman of the Northern Califomnia Zone of the District Attorneys. He succeeds Sacramento County Attorney, John
Price,

Council Moves To
Set Up Two Time
Zone Parking Areas
The Nevada City Council moved Monday night to ease the
ever tightening parking situation
in the city. At the same time,
_ the value of a parking study
prepared by the Chamber of
Commerce wads questioned.
Willare Rose, chairman of the
Nevada City Chamber of Commerce parking committee, appeared with a list of six recommendations. The first two were
listed as top priority.
Rose asked:
1) Spring Street, between National Alley and the Bonanza lot
be marked and provided with
adequate signs to designate two
hour parking and that Main Street
between Commercial and Church
Streetsbe marked and signed for
one hour parking and that meters

McGuire Wants To Know Why
City Hired Another Engineer
T he Grass Valley engineering
firm of T. H. McGuire & Sons
in a letter read Monday night
demanded to know why the Nevada City Council had selected
another firm to negotiate for a
federal water improvement loan,
The answer came from City
Attorney William Wetherall who
said the city, while it had been
negotiating with the Grass Valley
firm, hadnocontract with them.
On March 28 the council named the firm of Wilsey, Ham
and Blair to negotiate with the
Farmers Home Administration
for a loan or grant for a major
city water improvementproject.
Monday the council heard a
letter from R. W. Ingram. He
noted thaton Nov, 9 the council
appointed the McGuire firm as
the engineer for the water improvement program and the firm
submitteda letter of agreement.
He said the city never acted to
finalize the terms of the letter
of agreement. Ingram noted
that in light of these previous
negotiations, the action of the
council on March 28 to name
another engineering firm to the

side the new courthouse annex.
2) That the city effect the enforcement, (by regular patrolling and tire marking) of the original ordinances relating to these
parking areas and all parking
meters.
3) Appoint within the city
council a committee of two to
work with the parking committee.
4) That this joint committee
study the feasibility of the city
entering negotiations for lease
acquisition of those off-street
parking areas under private ownership.
5) That the county council
make a budget study every fiscal period to determine the possibility of purchasing parcels of
land shown in the parking study
for future parking.
6) That the council pursue acquisition of land from the state
for parking adjacent to the freeway.
The council moved quickly to
agree to the first two recommendations for one and two hour
parking, signing and enforcement. During the discussion it
was noted that in some cases it
was the merchants who were
feeding the meters to get all day
parking. Rose was asked if these
people were ready tocomply with
the new rules and enforcement
and he said they were.
Councilman Bob Paine then
asked what had become of the
$1,700 parking plan prepared
by Sacramentoconsultant Dr. D.
Jackson Faustman. Rose said the
committee was still working
with the plan and trying to work
with the people in the county
courthouse who create much of
the parking problem in the city.
He said the committee has also
asked Faustman to do additional
studies to develop new parking
areas,
Paine said he was not on the
council when Faustman was first
engaged and {t was easy to criticize by hindsight, but it seemedto him that the committee
was doing all the work. He
asked whether it might not be
wise to renegotiate with the
consultant or cut it off.
Rose said he doubted if renegotiation was possible. He
described the Chamber's experience with the consultant as
being akin to someone going to
a doctor to find out what was
wrong with him. He said the
people in the city had been too
close to the problem to see the
solutions,
