Outside boundaries NID cuts water service ' Three homes on the IdahoMaryland Road in Grass Valley will no longer receive Nevada Irrigation District water it was decided at the NIDBoard meeting Friday. The homes are outside the district’s boundaries and lost “their water supply last winter as a result of cold weather. A temporary water service has been provided with a plastic hose to the homes from a small ‘local business. The homes have been receiving water from NID’s Loma Rica System but the district pipe ends at the approximate location of theIdaho-Maryland mine and. the water then travels through the old mine pipes. Only about one fourth of the water that leaves the Loma Rica System reaches the homes. Choloranated water; as was pointed out, is being poured into Lossman Lumber’s reservoir which is located in the same area on the. Idaho-Maryland Road. NID attorney Dave Minansian said that the District is under no obligation to supply water to areas outside it’s jurisdiction and can supply only -surplus water to non-district users. Since NID cannot even service the area within this area it was decided to discontinue service to the Idaho-Maryland area. Chief Engineer Bud Fritzsche said that a perfect possibility for joining the Loma Rica system with other systems in the Grass Valley area could be accomplished: by servicing the Idaho-Maryland Road area but doubted that the area would become part of the district. A mobile home park in the area is requesting that its: 26 acres be included in the district but doubt was expressed over the accomplishment of that goal. Fritzsche indicated that the area. ‘Someone starts a business and another person -Says there’s a water line down there somewhere that he can tie into. They. somehow find a pipe and they get water. Where it comes from no one can tell.” NID General Manager Al would probably be condemned for hampering industrial buildup in the area but emphasized that the district cannot afford to supply its limited reserves of water to non-district users. The Board, after considering the water resources of the district and the water waste resulting from supplying water to so few users, decided to discontinue service to the area. They indicated that the residents of the area would have to either join the district or form their own improvement district. In other business the Board authorized the call for bids on the Public Law 984 Cascade Extension Phase III Project which consists of 11,300 feet of pipeline and all appurtenances. The pipelinewill vary in diameter from 16 to 48 inches and the bids will be opened on May 11. ; A request for the formation of a mutual water company was presented to the Board by Messrs. Daniels and Heinrich. The company would service a divided ranch in Placer county on Bean Road. Presently landowners in the area are receiving irrigation water from ° NID on an individual rate basis. The residents want NID to sell them irrigation water at a group rate at a point where the water can be carried to the individual users in the mutual water company’s own pipeline. Some concern was expressed by the Board over the condition of the pipe that the mutual company intended to use. They were also concerned about reports that some residents in th Lie aren purposes. Bud Fritzsche said that the Public Health Department could easily require that treated water only be detivered to the area if they felt-any of'the water was being used. for domestic purposes. He also said that the Public Health Department was very strict on its definition of domestic water. NID could, it was decided, put a clause in its contract with the mutual water company stating that it would never take over the water system thereby relieving it of responsibility of a domestic water supply should be required by another agency. Residents said that they planned to use potted water or wells for domestic use.
