Introduction in Congress last week of identical bills authorizing the Administration te proceed with its proposal: for
partnership development of Trinity River Project power, removed the last barrier of any reasonable dimension to that
sensible, tax-saving plan.
The bills, offered by Congressman James B.
Charles S. Gubser, differ from previous measures: only in a
provision giving the federal government the right to take
over the power facilities at their depreciated cost in the unlikely-event that such action should be dictated-by exigencies
arising in the San Lais project operation.
With that concession granted—a concession readily
agreed to by Pacific Gas and Electric Company, which would
build the power facilities—only the badly ideological opposition of such dedicated federal ownership advocates as Senator Clair Engle remains in the way of a measure that would
save the federal government an immediate $60 million in construction costs, would channel $175 million into the Central
Valley Project; and would provide $145 million in federal,
state and local taxes, over a 50-year period.
_If the public ownership zealots persist in their opposition now, they must do so with their true socialistic faces
bared to the taxpaying public.
dently—tthat Congress at last will be guided by the taxpayers’
welfare and get things moving on the Trinity.
