County Inv Letters wen county this week inviting a large group of residents to aid in the planning the future of their county. The letters, sent out over the signature of Gene Ricker, chairman of the County Board of Supervisors, went out to 183 residents who have been nom= nated to serve as members of the Citizens Advisory Committee for the county-wide general plan. Along with the letters went a questionaire asking those selected to indicate if they w ould serve and to also show their particular area of interest. The recruiting of citizen help isa result of action taken last Thursday by the supervisors when they approved a resolution creating the Citizens Advisory Committee and authorizing committee chairman-Robert Paine to appoint sub-committees and chairmen from the full committee and to call meetings. Paine, who was appointed chairman of the committee by the supervisors in February, made the request that the formal invitation be extended to the committee nominees in the form of aresolution. The resolution was approved by a unanimous vote. Since his appointment as.committee chairman, Paine told the supervisors, he has been reviewing the list of names nominated by official representatives of Grass Valley, Nevada City, Truckee and the county to see that all areas and interests were represented, "I believe the list includes some of the county's finest citizens who New Course Offered At Chico State An opportunity for women to obtain training in adult counselling is being offered this coming summer by the American Association of University Women (AAUW) Educational Foundation, according to word received here by Dean Margaret Fagin of Chico State College. Dr. Fagin is a member of the association board of directors and of the educational foundation. The training work will be made possible un der a $37,000 grant from the U. S. Department of Labor, Office of Manpower, Automation, and Training, she said. The eight-w eek workshop, which will run from June 14 through Aug. 6 atthe AAUW educational center in Washington, D. C., isopentowomen counse~ lors who have a special interest in working with adults, particularly women long absent from the work force. Those selected will receive $75 per week. Dr. Fagin said that applicants should write directto AAUW Adult Counselor Program, 2401 Virginia Ave., N. W., Washington Si DG. ith statement of education and experience. have shown that they can and will do a constructive job where the county's future is involved,” Paine said, “Other people interested in working on the committee may still be added." ss, "This willnot be a rubber stamp committee," Paine said. He noted the list includes opponents as wellas proponents of the planning program, “All constructive discussion will be welcomed so that all points of view may be considered, “he said. “Minority reports will be encouraged where agreement cannot be reached. " One of the rules is that no supervisor, city councilman or planning commission member may: be
on the committee, “They may attendcommittee meetings upon invitation only,” Painesaid, “We intend to see that this will be a citizens committee in every sense of the word. ", The supervisors asked for and received assurance that they would be sent minutes of all committee meetings so they could be kept informed on the progress of the program, Individual invitations were mailed this week to each of the 183 people. From the response to the invitations, Paine will 4 ’ aS tentatively assign each member to a sub-committee of his choice, with the assignment to be made at the full committee organi-. zation meeting to be held April 14th, The committee's final report will be due in July of this year. The general plan is scheduled for completion a year later. The general plan program is a joint effort by the County and the cities of Grass Valley and Nevada City to prepare a long-range plan for their future development. The program was initiated in October, 1964, after 19 months of negotiation involving agreements with the two cities, the County and the State Office of Planning. The general plan will cover three main items: land use, circulation, and public facilities, together with a statement of standards and supporting data used to prepare the plan. Its purpose is to serve as a guide to public agencies, private investors and: individual property owners for the orderly development of the various areas of the county. The planning program covers the entire county. Special attention will be given to the cities of Grass Valley and Nevada City ites Citizens To Help Plan For The Future and the Truckee-Donner Lake area, each of which will have its own plan in greater detail than for the county as a whole, The firm of Williams, Cook and Mocine of San Francisco was chosen by the county last year from a field of 16 firms to be the planning consultant for making the plan. The firmhas been busy doing basic research, data col-lection and base mapping since last November. Much of the work done by the 1963 Economic Resources Inventory Committee will be up-dated, supplemented and published as part of the general plan report.
