POWER SITE...On this site the Chicago Park power plant,
one of two in the Yuba-Bear project of the Nevada Irrigation

Lunardi Claims Motoring Needs Not Being Adequately Served
SACRAMENTO --"The needs
of California's motoring public are not being adequately

hearing in which he outlined
several phases of the problem
that his bill was designed to
meet and correct. He stated
less than 3, 000 pounds should
be able to pay a registration
weight fee and be issued commercial plates permitting
them use of parking and loadcommercial violation penalties.
In concluding his presentation, Assemblyman Lunardi
cited figures illustrating that

a more realistic approach to
the commercial vehicle
weight fee system in California. “What we need is a
revised fee schedule that
would more accurately reflect the actual current vehicle weight categories. " For
this reason, the Sixth District
legislator introduced A. B.
1805 during the 1961 Session
in an attempt to establish
morerational categories and
more equitable treatment of
all commercial vehicle operators. The bill would ‘permit discretionary payment of
vehicle weight fees for smaller vehicles intended for commercial use, and is now under study by the Assembly
Interim Committee on Transthe people in the elevencounty Sierra Nevada District
he represents, is that of sportsmen and campers in towing
their rigs. There have been
severalinstances of citations
on the basis that recreation
seekers were towing boats
with a pickup without a commercial license. On the other
hand, ifthat pickup or station
wagon, for example, were
licensed commercially, it
could not enter any State Park
because park regulations prohibit commercially operated
vehicles.
A second area of controversy involving commercial
vehicle weight fee schedule
currently operative, is that of
parking on city streets. Luncated problem is that of defining just what is “use incidental to the transportation
of passengers," Exactly where
do enforcement officers draw
the line as to what a comercial-type vehicle used exclusively for transporting passengers may haul in addition
to passengers? Unpopular and
unreasonable enforcement
and judicial interpretations
have been handed down in
different localities in California. The current law isimprecise and leadsto a lack of
uniformity of application.
Lunardi pointed out another
reason for his bill was to correct inequities in non-commercial hauling regulations
so homeowners could transwith 103,844 such registrations in 1961, Out of this’
total, over 25,000 were the
so-called economy units,
“Californians utilizing this
type vehicle should be permitted to license them as
commercial vehicles when
they are used for this purpose, "
he stated.
This would not only satisfy
the need for equal opportunity for vehicle use, but would
provide additional revenue
beneficialto the state. Lunardi is hopeful that a new bill
