The number of boats being registered in California is growing at the rate of 45,000 a year; in addition, some 20,000 new and used boats are traded every month. Since 1970, when boat registration became a Department of Motor Vehicles function, the transfer of boats as property has been patterned after the transfer of automobiles. Similar documentation especially a boat ‘‘pink slip” is necessary to prove ownership, Cozens said. According to Cozens, too many persons ‘‘buy”’ a boat but don’t ask for the pink slip. ‘‘They find themselves in financial deep water,’’ he said. ‘‘They have a boat they can’t prove they own. Without the registraion documents issued by DMV they may have a costly and difficult time establishing they own-it — much less have the right ro re-sell it.”’ Cozens warned that many stolen boats end up in the hands of unwary customers who-later find themselves with nothing to show for their money when the boat is returned to its legal owner. More than 460,000 boat . registration numbers are on file ~ in the DMV computer just like vehicle license plate numbers. The requirement to register a boat with the State of California extends only to those vessels that are propelled by machinery, or to sail boats eight feet in length or over. Oven that’s left on.
