Irrigation District Moves To Clean Up Domestic _ °Water Situation After State Applies Legal Pressure

City Approves _ $230,000 Budget
And Increases Tax Rate 15 Cents
Nevada City Council Monday
night approved a budget of $230,
077 and increased the tax rate
15 cents to $2.23 to pay for it.
The budget calls for anticipated
expenditures of $230 ,077 and
anticipated revenue of $232,000
including $10,000 in fund balances. This leaves $222,000 to
be raised by property taxes and
other means. Of this total, the
property tax rate of $2, 23 per
$100 of assessed valuations is
expected to raise $68,801,
The tax hike comes in the
special tax approved by the board
to raise the funds to pay for the
new retirement program for the
police department. In addition
to this, the city will increase its
share of the salestax from 85 to
90 per cent.
The only real discussion.of the
final budget came when Councilwoman Carole Friedrich questioned the wiseness of dropping
the recreation fund tax rate five
cents and adding five cents to the
sewer fund. She said the money
could be used to repair the swimming pool bottem, The council
agreed that work needed to be
done everywhere, but as city

The Nevada Irrigation District,
under strong pressure from the
State Department of Public
Health, moved quickly this week
to correct deficiencies in its
systems for supplying pure
domestic water,
The first step taken by the board
of directors Monday at the sug-,,
gestion of county and state health
officials was to authorize application to the state for permits on
31 of its domestic water systems.
The district had been warned in
a strongly worded letter from the
state earlier this month that legal
action might be initiated unless
the district applied for permits to
operate domestic water systems,
In the same letter the district
wastoldthat it must start a crash
program to supply potable drinking water to its domestic users,
There had been many complaints
inrecent months from NID water
users in northern Placer County.
Monday, NID manager Edwin
Koster reported to the directors
on his ‘meeting with northern
Auburn area developers, The
directors, as a step toward solving
the water treatment problems in
that.area, authorized Koster to
negotiate withthe Department of
Mental Hygiene for the purchase
of the DeWitt State Hospital water
treatment plant, A billto permit
the sale has already been signed
by the governor and the district
hopes that the DeWitt plant can
be tied into other systems to
provide treated water to the
rapidly. developing north area,
In a third step in the water purity
field, the board authorized Koster
to send a letter of application to
the Federal Home and Housing
Administration for aloan or grant
to aid the district in bringing its
domestic w ater systems up to a
level satisfactory to the State
Department of Public Health.

agencies, which are unableto

3 ‘ Meet With Grand
Ks Jury And Berliner
The Nevada Irrigation District
this week was.given a four week
study period to come up with
definite proposals for supplying
safe and pure water to its domestic
custom ers,
This was a-result of a meeting
held Monday in the office of
Nevada County District Attorney
Harold Berliner and attended by
members of the Grand Jury, state
and county health officials, the
attorney general's office, a
member of the Placer County
Board of Supervisors and a member of the Placer County Water
Study Committee.
The session was called by Berliner after he was informed by
state officials that the district
might be in violation of law for
serving unsafe water to domestic
users, Berliner subsequently
brought the matter before the
grand jury which heard county
and state health officials and a
member of the NID board of directors, Acommittee of the
grand jury was named to study
the matter,
This committee attended the
session Monday along with the
