County Planners Lift The Lid On
Glenbrook Basin Building Ban
The first crack in the county's
apparently air tight lid on the
sewage critical Glenbrook area
appeared Monday night at the
meeting of the Nevada County
Planning Commission.
The lid was clamped on building inthe area by the county
supervisors in September of 1964
atthe request of the County
Health Officer, The board by
resolution declared the entire
area a sewage critical area and
put a ban on building until the
sewage disposal problem could be
solved,
Steps in this direction have been
taken this summer by the formation of Nevada County Sanitation District No, 1 which takes
in most of this area, but it will
probably be two years before
sewers are available.
The crack in the county's stoppage of building in-the area
appeared Monday when the
planners approved the use permit
application of John J. and Leona
C. Reeb forconstruction of a new
car sales agency on property being
purchased from Gra-Vada Enterprises, Inc., on the north side of
Brunside Road and on the east
side of the freeway.
The proposed garage is in the
middle of the sewage critical
area. The applicant first proposed to dispose of the sewage by
holding tanks, but County Sanitarian Harold Cox ruled this out
because the sewage would have
to be trucked out, Cox recom=mended that no water, with the
exception of the wash rack, be
hooked up until the building is
on sewers. He later recommended the use of chemical
toilets,
The use permit application was
given the unanimous approval of
the planners on this basis.
The planners approved the use
permit application of H. C, Hall
for expansion of an existing nonconforming residence in a commercial zone for construction of
an attached garage and porches
at Donner Pines, Donner Lake.
The request for a variance asking
for a require reduction of the front
yard from 20 to five feet was
referred to the supervisors with a
recommendation for approval and
the permit was approved.
The use permit of Kenneth Linch
for construction of eight duplex
apartments in an unrestricted
zone on the west side of Lower
Grass Valley Road near the south
limits of Nevada City limits was
approved with the proviso that the
owner hook into the Nevada City
sewer,
The commission approved the
use permit of Harold D. Bolefahr
for operation of a veterinary
hospital in unrestricted zone on
property located on the west side
of Whiting Street south of the
Grass Valley city limits.
Also approved was the use permit applications of Rex Reed for
construction of a residence in a
commercial zone in Greenpoint

Admitted Killer Is Held
On Auto Theft Charge
Clyde George Ibsen, 30, of
Toms River, N. J., confessed
killer of a Wiunemucca, Nev.
Indian tribal officer,’ was arrained yesterday morning in
Nevada City Judicial District
Court on a charge of auto theft
in another state,
Ibsen, who has created somewhat of a legal turmoil by admitting he bludgeoned Delbert
Howard July 9 near Truckee and
dumping his body in the sea in
Southern California, was remanded to the custody of the
Sheriff in lieu of $27,500 bail.
Another hearing on the charge
willbe scheduled when Ibsen has
had time to consult with the
Public Defender,
Filing of the complaint yesterday by District Attorney Harold
A, Berliner, is a means of holding
Ibsen for officials of Winnemucca
who want him for car theft.
Ibsen was arrested in Florida
State Says Gas
Station Is Planned
For Hot Mill Site
* Thehot mill property in downtown Nevada City, which the
city council has gone on record
as wishing to save from destruction, is slated to be deméelished
for a gas station,
Gil Mulcahay, right of way
agent for the State Division of
Highways, told the Nevada City
Council Monday night that he had
been informed that morning that
the owner of the property was
preparing tosign an agreement
with Shell Oil Company for demolition of the building and
erection of a gas station.
Mulcahay said the council had
passed a resolution indicating
that this was one of the historic
buildings the city wanted “saved
from freeway demolition,

driving Howard's car, He was
returned to Nevada where Howard

He first told officials he drove
Howard to San Diego where he
was to return later to meet him.
He later changed his story and
said he. killed Howard during an
argument near Truckee and then
drove the body to southern California and dumped it in the sea.
He took Nevada and Nevada
County officials to the spot near
Truckee where he said the fight
occured and then traveled to
southern Califomia with Sheriff
Wayne Brown to show where he
dumped the body. No body has
been found,
Local officials have been examining the case in an effort to
determine if there is enough
evidence to bring a murder
charge.
Following the next hearing, the
state of Nevada will ask for extradition of Ibsen. Police officials
have already put a hold on him
for the auto theft charge.
Council Tries To
Keep Sewer Fund
On Paying Basis

Although Mrs, Friedrich registered several objections to
dropping the park fund rate from
40 to 35 cents, the vote oh the
budget andsetting of the tax rate .

The following isa breakdown of
_tax funds and anticipated revenue:
general fund, $1 rate, $30,850
in revenue; park and recreation,
35 cents, $10,802; sewer fund,
35 cents, $10,802; library fund,
20 cents, $6,165; bond redemption, 18 cents, $5,552 and retirement, 15 cents, $6,801.
The council held the first
reading of the ordinances approving the budget, setting the tax
rate and taking the additional five
per cent of the sales tax. The
second reading and approval of
the budget will be held at the
meeting Aug. 23.
Freeway
Engineer
Is Named
Associate Highway Engineer
Arthur R, Nelson of Yuba City
will assume duties as resident
engineer for the State Division of
Highways on the $5. million Grass
Valley -Nevada City freeway project, accordingtoW, L, Warren,
District Engineer.
Nelson's reassignment to the
Grass Valley area follows the
sudden death of Charles H. Chappelle who had been resident
engineer of the 3 1/2-mile job
since it was started eight months
ago. Chappelle was killed in an
automobile accident July 23.
Nelson was introduced to the
Nevada City Council at its
regular meeting Monday night by
District Engineer, W. L. Warren.
Nelson said he hoped to work
along the same lines as his predecessor and looked forward to
receiving the same fine cooperation from the city that had been
enjoyed by Chappelle.
A civil engineer, Nelson is a
graduate of Glendale Junior College and California State Polytechnic Institute, He hasrecently
been resident engineer on several
state construction projects on
Interstate 80 in Placer County.
From 1961to 1964 he was District
Hydraulics Engineer.
He has been with the Division
of Highways 10 years joining
Marysville, District3, asa Junior
Civil Engineer after several years
withthe U.S. Bureau of Reclamation,
Plans For Assay
Office Postal
Facility Revealed
A plan to utilize the historic
Ott's Assay Office building in
Nevada City fora néw post office
facility was revealed to the
Nevada City Council Monday
night. ss
Alfred Heller, representing the
Nevada Company, a local
business partnership, told the
council the group had been working with the San Francisco office
of the Post Office Department to
help them to fulfill the requirements for establishment of a new
post office facility here.
Heller said the council was well
aware of the need and the difficulty in finding a suitable
location for a post office. The
Nevada Company proposes to use
the Assay Office and the adjoining
property for the new post office.
He said he knew the city was
interested in the post office and
the Assay office land and asked
the council to appoint a committee to study the idea with
representatives of the Nevada
Company.
Mayor Arch McPherson said he
thought the idea was worthwhile
and could solve many of the city’s
problems. He named Councilman Marshal Jensen and himself
toa study committee to work
with the Nevada Company.
