Years later, I saw the same hatred and inhumanity in
Birmingham, where! walked the streets with Martin
Luther King inthe dark and bitter winter of 1957,
when white men were throwing bombs at black men.
In short, I have long studied the virus of extremism,
and. Ihave always been deeply concerned whenever
and wherever its symptoms have appeared especially
in America and particularly in California.
Moreover, as I've examined extremist propaganda,,
left andright, over the years, I've been struck by the
many parallels and common characteristics.
In sum, I believe the virus can be isolated.
An extremist is, I think, basically and above all a
a zealous believerin a fanciful notion that an evil
conspiracy controls or is close tocontrolling our land -our government, our press, our schools, our churches;
indeed, almost every aspect of our lives.
To take some further examples from the hard right:
* Tothe followers of Carl McIntire, a deposed Presbyterian minister and now an anti-Catholic radio star
of the far right, our churches are Communistdominated, the press is “leftist and Vatican controlled", ad infinitum.
*Tothe followers of Dan Smoot, civil defense
programming is "planned dictatorship", urban renewal
a plot toward a "Soviet America", and so on and so
on.
*To the followers of Gerald L. K. Smith and his
anti-Semitic Christian Nationalist Crusade, the
Supreme Court, the income tax and the United Nations
are only a few of the tools of the Kremlin.
*To the followers of the White Citizens Councils,
mental health programs, the Ford Foundation and civil
rights laws, among a good deal else, are all Communist cabals.
*To the followers of the Minutemen, everything
from Martin Luther King to "LIFE", "LOOK" and “THE
SATURDAY EVENING POST" is part of the great conspiracy.
*Tothe followers of H, L., Hunt's Life Line Foundation, America's mutual security program was devised
by no less than Joseph Stalin -in the 1920s -and
Life Lines goes in a very big way from there,
* And to the followers of Robert Welch and the John
Birch Society, the CIA, NATO and DeGaulle are just
three of thousands of Communist schemes and
schemers.
That doesn't leave much of America, or the Free
World, uncontrolled -except, possibly, the Beatles.
But now, to the followers of the Birch leader, Billy
James Hargis, and his own Christian Crusade, now
even the Beatles have been revealed as Communist
agents, out to brainwash us all via rock 'n roll,
(While, I might add, on the other side of the world,
in Sukarno's Indonesia, a man has just been arrested
as a “subversive” -for playing Beatles records, )
All this, I think, is extremist doctrine, pure and
simple.

NEW INVESTMENT SCHEME
IS PROPOSED FOR CHILE
SANTIAGO, Chile. -What is happening here could
set a pattern for Latin America and, for that matter,
for other underdeveloped areas where A merican investments raise the cry from the left of "economic colonialism," The ingenious proposal advanced by the
Christian-Democratic government is for joint investment and control by private companies and
government,
The three big American copper companies that
supply most of Chile's dollar earnings -Kennecott,
Anaconda and Cerro -have agreed to the proposal.
They are hopeful it will stabilize the situation and set
taxes at agreed levels so planning for the future can
be done without fearing that the rules will be changed
in the middle of the game. President Eduardo Frei
Montalya says Congress will approve the copper law
despite the opposition of lame-duck senators of the
right-wing Radical party.
The goal, as Frei's brilliant economic adviser, Raul
Saez, explainsit, is to increase copper production by
nearly 50 percent by 1970. This calls for a joint
government-company investment of $550 million.
And when the program is completed, the government
willhave a 51 percent interest in Kennecott with less
holdings in the other two.
Many observers believe this is the answer to the cry
for nationalization of American companies that own
public utilities, power and telephones, and basic industries such as oil and copper. That cry is certain
to grow louder with the yeasty stirring of unrest on a
continent where the revolution of rising demand becomes more and more insistent, underscored by a flow
of Marxist-Communist propaganda,
On the one hand isthe urgent need to raise abysmally
low levels of living, thereby fulfilling the promise of
a new government that came in with a 56 percent
majority of the popular vote on thetide of the promises
of the new Christian-Democrat party.
On the other hand is the imperative need to raise
levels of production and check inflation running at the
rate of nearly 40 percent annually when Frei took office
last year.
One possible solution Frei and his associates have
talked about is a triangular relationship --the United
States, Western Europe and Latin America in one
regional organization. Europe would supply the.
counterbalance and the Americas would seém less of
_ an appendage to the great power of the North.
But Frei's deepest conviction is for the need for
economic integration of South America. If each
country seeks to build its own petro-chemical industry,
its own nuclear power development, its own selfsufficient steel complex, the result will beselfdefeating. The Latin American Free Trade Association has made little progress as compared to a
similar movement in Central America. One reason
may be the suspicion of powerful North American
interests,
Pulling this long string bean of a country -2,700
miles of Pacific coastline with an average width of
100 miles -into the mid-20th Century is incredibly
‘ difficult. Great effort is going into the attempt to
raise the level of agriculture, which is so backward
that nearly $140 million of foodstuffs must be imported,
with only a small fraction coming from American
grants, This about equals the value of all Chile's
exports,
But there is in the Frei government an air of quiet
confidence. The President has a warm relationship
with American Ambassador Ralph A, Dungan, and
the cooperation toward common.’ goals is based on
mutual respect.
Success for this nation of something more than eight
million people willnot transform the hemisphere, but
it could point to a possible path out the tangle of
political and economic troubles besetting most of the
continent.

LETTER TO THE EDITOR
LAND POLICY ASSAILED
To the Editor:
Very few people are aware that Secretary of the
Interior, Steward Udall, has put out a policy directive
which, unless an immediate response comes from the
people, will go into effect by 1971. The Document
referred to is Doc, # 65-7472, Filed in the Federal
Register, July 14, 1965,
Referring to private cabins on public lands which the
Secretary of the Interior states will be phased out at
the latest in 20 years (thosewhohave made a substantial improvement willbe given 20 years). Otherwise, those whose permit expires before 1971 willbe
given until1971. But, you would not be compensated
for your property. You could move it off--which cost
would be prohibitive--and get only a fraction of its
value in that way.
The cabin owners I'find are generally under the
conviction that when they built or bought the property
itwas with the understanding that they would be
compensated in case the Federal Government wanted
the land. So you have a game similar to Russian
Roulette. The last unfortunate to have purchased a
cabin would have only till 1971. Thus no one would
finda buyer from here on when it is the policy of the
Department of Interior to'force you off the land, house
and all, beginning 1971 and on up to 20 years depending when your permit expires.
This not only would lose California millions of
dollars in taxable property but the Federal Government
would also lose thousands in fees. If more recreational
land isneeded it is to be expected that the policy
should be to reimburse the owner at a fair price or
second sellthem the land at a reasonable price. The
proceeds thereof would be used to develop recreational
areas for the public.
Those wishing to protest this confiscatory policy or
make other suggestions are invited by the Department
of Interior to write to Secretary of the Interior, Stewart
Udall, within 30 days of July 14, 1965.
