registration
Registration for students
planning to attend Mt, St. Mary's
this fall will be held Tuesday,
. Aug, 20 at the school.
The registration hours willbe
from 9 a.m. until 12:30 and 1:30
until 5 p.m. All students new
to the school are asked toregister and all students who attended
. last year are asked to verify
their registration.
School will start on Sept. 3,
the same day as the public
schools begin their 1968-69
school year.

The Nevada City Chamber of
Commerce will present its sixth
annual trade fair, and the opening
of. the fall color spectacular Sept.
14 in the Veterans Building.
Reservations for space in the
fair, which annually draws
thousands of people to shop,and
browse in the area are now being received, :
Traditionally the old-fashioned bazaar features handmade
gifts, homemade foods, antiques,
books, and a variety of other
items.
Lucile Sheffel who has headed
the fair since it began again
will serve as chairman,
Groups, organizations, or individuals desiring to participate
may contact the chamber office
any afternoon for more details.
Chamber officials have announced a photography contest
will be held in conjuction with
the fall color spectaculr, which
annually celebrates the changing
of the color of the leaves in the
foothills,
Rules for the photography
competition, with winners to be
announced Oct. 31, will be announced later.

The art of high finance in
government is a mirror game
in which each succeeding layer of government extracts an
ever greater sum from each
citizen on the premise that the
farther removed the governmental entity the less apt is
the skinned citizen to know
who is to blame for his lost
pound of flesh.
Despite the ever deepening
gouge ‘taken by the federal
government in taxes, its finances are a mess and its liabilities—direct and contingent
—are horrendous.
U.S. News & World Report
recently summarized the federal government’s financial
commitments from Treasury
Department sources and the
mere liability recitation reads
like the instruction book in a
funny money game.
The United States government is contingently liable for
a trifle over one trillion dollars. Additionally it has a direct debt of some $370 billion.
U.S. News breaks out the
contingent liabilities as follows:
Bank deposit insurance,
$234 billion.
Savings and loan deposit insurance, $118 billion. s
Atomic power plant insurance, $140 billion. ,
Veterans’ life insurance,
$39 billion.
Aviation war risks, $28
billion.
Ocean shipping war
risks, $13 billion.
Other federal insurance
programs, $6 billion.
Veterans’ disability and
survivors allowances,
$205 billion.
Military retirement
pay, $7U billion.
Civil service worker’s

There is a school of thought
that a trillion dollars in contingent liability can be
sneezed at and that government-guaranteed debt can be
as a means of financing
everything from the problems
of the cities to cleaning up
lakes and rivers. The argument gocs that so long as too
many of the debts don’t turn
out to be bad debts, the people aren’t really on the hook
to make good Uncle Sam’s
profligacy. Vice President
Hubert, Humphrey, for instance, wants a U.S. Marshall
Plan for cities to be financed
by governmentguaranteed
bonds.
Most citizens, urban and
rural, might be excused for
thinking that a better way to
take care of their problems
would be for Uncle Sam and
his constituent governmental
entities to quit emptying their
pockets and socks at the same
time.
