This activity has not provided all the answers for
more efficient operation of
reservoirs for power, irrigation and other purposes, but
ithas developed into a useful tool for management of
our water resources.
;The~California Cooperative Snow Survey, as it is
known, is a systematic measurement of depth and water
content of some 300 snow
courses from February
through May. These snow
fields comprise 12,000
square miles at elevations
above 5,500 feet and furnish more than half of the
State’s annual estimated
stream runoff of 14,500,000
acre-feet.
By determining the snow's
water content, estimates
can be made of the melt it
will produce, Borings are
taken through the snow at
selected typical courses in
the various drainage areas.
The snow tubes used to cut
the cores are of such diameter that the difference in
weight when the tubes are
empty and full can be recorded directly as inches of
water content,
Snow depth doesn't necessarily indicate runoff, how
ever, The absorptive capacity of soil in the snow course,
the forest cover, and other
factors enter the picture.
Therefore the correlation
between the amount of snow
and resulting runoff has to be
determined from experience
and. records for each drainage area.
What has stirred public
imaginationis the daring of
snow survey teams in reaching remote courses on skis,
snowshoes, or by snow vehicles, Some of the more
remote snow fields in the
for the two new centers is
contingent on approval by
the Joint Legislative Budget

Diego Day Treatment as a

“MAXIMUM WATER USE.
Kings, San Joaquin, Stanislaus, American and Kern
River watersheds are now
reached by helicopter, when
weather permits,
During the past 10 years a
new type of snow . marker has been installed on some
snow courses so that snowpack can be determined by
aerial photographs, ;
Preliminary forecasts are
made as the snow accumulates during the winter but
the final estimates are not
made until about May 1.
They are available early
enough to be useful to waterand power managers and
other users to plan their operations for following months.
In years of deficient runoff, forexample, power
systems can plan steam generation in advance, irrigation districts can conserve
their limited water supplies,
or farmers can reduce irrigated acreage or plant different crops,
In years of unusually
heavy runoff, the forecasts
likewise prove invaluable in
the management of reservoirs and for preparing flood
control measures,
The Department of Water
Resources "Water Conditions
Report" for May 1, 1961,
forecast runoff for the entire state at 70 percent of
normal, or about 10 million
acre-feet, These predictions indicate a runoff from
as low as 15 percent of average in the South Coastal
Area, where snowpack in
nearby mountains is almost
nonexistent, to as high as
110 percent in the North
CoastalRegion. Inthe Sacramento watershed the runoff was predicted as 70 percent of normal; in the San
Joaquin Valley 30 percent,
andinthe Lahontan Area 40
percent,
More than 30 organizations, including the U. S,
Forest Service, the U. S,
Park Service, the Federal
Soil Conservation Service,
municipal water companies
irrigation districts and private utilities, participate
directly in snow survey field
work and provide funds.
The Department of Water
Resources administers the
program and directs field
measurements to insure uniformity, Ithelps maintain
and stock about 90 mountain shelter cabins for survey crews and to mark trails
and snow courses,

California was quick to
see the potential value of
runoff information to Sacramento ‘and San Joaquin
Valley irrigators. The Department of Engineering in
1917 was authorized by the
State Legislature to begin
Surveys on a limited scale.
It was discontinued in
1923 for lack of funds but
resumed in 1929 on a more
‘extensive basis with surveys
of 150 snow courses in the
Sierra from the upper Sacramento Valley to the Kern
River Basin. The following
February, 1930, a "Monthly Bulletin of Snow Survey
and Precipitation Data” was
issued. This wasthe first of
this series of bulletins which
have been issued almost
every year since, and which
are now titled "Water Conditions Reports”,
The early surveys also
were made mainly be per-sonnel of the public utilities,
irrigation districts and other
agencies who were located
in the mountains in connection with their regular duties, Whenthe State discontinued its participation in
1933, many of the cooperators carried on, and thus
for some snow courses records were kept uninterruptedly.

within 20 percent are usual,
and in some areas they have
proved correct within 10 per
cent.
These techniques will

will play an even more vital
role in the management of
multiple purpose projects as
well as in statewide comprehensive water development as envisionedin the
California Water Plan. —
