educational program = has also
been changed to allow assistance
to children. of totally diabled war
veterans at the age of 14 or entry into the ninth grade, instead
of the former minimum age of 16.

school
month, but subsistence above the
high school level has been increased to $50 for each month of
satisfactory attendance.
Howver, those who can_receive
duplicate benefits from any other
government source ,such as the
federal War Orphans -Educational Assistance program, will
no longer be elibible for state
assistance.
Any student in .the veterans
dependents program who attends
a state college or university will
be exempt from tuition and fees
payment, including the child of
a veteran who has a _ serviceconnected disability and an annual. income—exclusive of compensation—of less than $3,000.

A. No. The law doés not authorize war orphans trainees to
take courses given over radio or
television.

I have recently married. Can I
get extra compensation now that
I am married, since my wife is
a dependent?
A. No. The law does not authorize payments for dependents
of ‘veterans whose service-connected disabilities are found to
be less than 50 per cent in degree.
Q. I will be going back to
school this fall under the GI Bill.
I want to change my course.
Would I be eligible for VA vocational co to hélp me
choose.a new course better suited
to my aptitudes? I have never
changed courses,
A. Yes. In filling out your application for a change of course,
indicate that you want vocational counseling. VA wil schedule an appointment for you.
Q. I am considering paying my
GI insurance premiums once a
year in advance. What if my
death were to occur shortly after
making my yearly advance payment. Would the money not be
used for premiums go to my
beneficiaries?
A. Yes. VA would refund to
your beneficiaries any money not
applied to premium payments actually due.

' Establishment of a new agencywide Veterans . Administration
committee to make an extensive
nomic problems of aging veterans
was announced by the administrator of :veterans affairs, Sumner
. Whittier, last week.
Under chairmanship of the VA
deputy. administrator, Bradford
Morse, the committee on aging
will coordinate the VA’s many
activities and programs in the
field of aging with other agencies
and will make recommendations
to Mr. Whittier for carrying out
the Nation’s responsibilities to its
aging veterans in the future. —
As the VA administrator and
member of the cabinet-level Federal Council on Aging appointed
by President Eisenhower in
March, Mr. Whittier is-‘responsible
field of aging.

economic problems as well —and
they are intensified in. the VA
because of the age of the veteran
population,” he said.
“The average age of World
War I veterans now is 65 years
and the average age of World
War II veterans is. 40 years. The
average age of veterans receiving

“But the real peak in numbers
wilt come with aging-of World
War II veterans. Today, of the
22 million veterans, about 6 million are over 45. In 12 years,

The amendment to the California Unemployment Insurance
Code spells out when, how much,
and for how long extended benefits may be paid, and levies an
additional unemployment tax on4
employers for creation of a special account in the state unemployment fund for payment of
extended benefits.
The Miller-Oollier Act provides
that unemployed persons may receive up to 13 weeks of additional
unemployment benefits at their
usual weekly benefit amounts
when unemployment in Catifornia
reaches 6 per cent or more of
employment covered by the Unemployment Insurance ode.
John E. Carr, director of employment, said this week that
unemployment now is only about
4 per cent of covered-employment
and that it is not anticipated it
will go as high as 6 per cent in
1960. The taxing provisions of
the Miller-Callier Act apply to
1959 payrolls, ‘however, and Carr
said the Department. of Employment will bill employers acecordingly in 1960 on the basis of 15/
100ths of 1 per cent of taxable
wages paid in 1959. This tax rate
schedule also is geared to the
ratio of unemployment to employment (employers pay more
in good times and at lower tax
rates when business is mot so
good) and it is estimated that the
1960 rate will be 20/100ths of 1
per cent of taxable wages.

Commission. The dates are:
October 9, in Los Angeles,
when the commission. will. hear

when the commission will hear
any objections to its determinations (announced to the public
at least 15 days before the December meeting) and set regulations.
Formerly the meetings were
held in January and February.
They were changed to make it
possible to get angling regulations to the public before the
trout season opener in the spring.
