Your recent articles regarding the designation of Highway 20, "The Avenue of the
Trees," as part of the proposed Scenic Highway System are certainly timely and
praiseworthy. It is edifying

civic minded individuals endorsing this proposal,

Heritage Council
A Welcome Visitor
The California Heritage Council will
arrive Saturday for a.two-day tour of Nevada Gity.
We welcome themto our town, and hope
they will want to return next year.
We in Nevada County are proud of our
gold mining heritage, we are proud of our
Sierra Nevada setting, and we are pleased
when others visit and share in our enjoyment.
We in Nevada City have special reason
to be proud, for the history of our town
dates back to the gold rush days and still
has numerous buildings of that era.
Our heritage shows and we are glad ‘that
it does.
The California Heritage Council is interested in the preservation of noteworthy
buildings and inthe use of these buildings
in our modern world. The NUGGET has had . .
this interest at heart, too. We have recently moved to new quarters, with modern
interior, yet taking advantage of the historic exterior and interior brick walls.
Other businesses and residents have taken
It may not be generally
known that most of Highway
49, including that part running through Nevada City, jf.
already proposed as part Of
the Scenic Highway system.’
This proposal would appear,
to be an excellent rallying
ground on which the diverse
freeway groups could combine their ideas and present
a united front to insure the
primacy of Nevada City in
the heritage of the mining
country.
The Scenic Highway System as proposed requires that
the natural beauty of an area
be retained, Combine this
with the fact that by law a
freeway is defined only by
limited access, and the citizens of Nevada City seem
to be in the fortunate position
of being able to “have their
cake and eat it too, "
With this legal definition
of a freeway no large gash is
required through town, Using
the downtown route as adopted, a modern wide two lane
road with limited access
would qualify. For the one
mile or so that the freeway
would run through Nevada
City a sufficient number of
turn offs in strategic locations if properly planned
should satisfy the most demanding, It is reasonably
certain thatno one visualizes

WASHINGTON---The difficult task President Kennedy faces in the elections this
must carry to the country, in a campaign
promising to be as strenuous as a Presidential contest, the conviction that his party
is the chosen instrument to bring the good
life, peace and prosperity, and more of it,
He must do this even though, as he was
bound to point out in his televised address,

the roadblock which the President had somehow to get around in his lesson in economics.
Democratic members of the House about
to go out and meet the votets are not too
happy over the speech. They feel that it
held out little of the political bread and
butter they are going to need in November,
And a dark cloud of doubt hangs over the
bread~-and-butter measures, suchas the big
public works bill, that the President called
on Congress to enact before adjournment.
Many members have just come back from
their home bailiwicks and primary campaigns, They are concerned over the activities of the ultra-right. Large amounts of
money are being poured into the propaganda
of the extreme right aimed at the "socialistic" program of the President, This, combined with high-powered and well-heeled
lobbies such as that of the American Medical Association, produces a nagging worry
about November.
It so happens, however, that this is the
point in the Congressional cycle when the
performance of the party in power is put
still unemployed, Never at any time was a~
alongside the promises of the past. The
comparison is usually embarrassing. Under
the American system of divided powers and
with the deep divisions in the two parties,
promises are always shown to have outstripped performance,
But as a moment of truth, this confrontation has only a limited validity. For the
party in power is measured in an election
the mile of Nevada City freeway as becoming a drag strip,

has taken his stand on the Republican contribution to blocking the farm bill and
other measures high on the Kennedy program. The Halleck minority did not achieve

the farm bill for instance, from the Democratic side, But Halleck has pointed again
and again with pride to the GOP record of
» Opposition.
Similarly, onthe foreign side the party is
united, from Gov, Nelson Rockefeller at
one extreme to Sen, Berry Goldwater on the
other, in opposition to the President's recent
effort to get a,compromise agreement on
nuclear testing withthe Russians, The concessions the President félt could be offered,
in view of new findings showing how earthquakes may be distinguised ‘from nuclear
explosions with’a minimum of on-site in“spection, were condemned by all Repub~
lican spokesmen, This leaves earnest advocates of a far more intensive and urgent
search for peace little choice between the
parties, figs
_ There have been indications that certain
Republican strategists mean to revive the
“soft on communism” charge in areas, particularly in the West, where in close contests it could provide the margin of victory.
_ One state under consideration by these tacticians is Colorado, where Sen, John Carroll
will be in a close race for re-election,
' But the outcome of primary contests in
several Southern states raises a question as
to whether support of the Administration is’
a liability and whether the.“soft on communism” line will work ‘again as it has occasionally in the past,-«:
In Tennessee, two long -entrenched members of the House who took a strong stand
against medical care came to grief. Rep.
JamesB, Frazier Jr, has been declared defeated by official count, and while J, Carl-ton Loser has apparently won by a handful
of votes, the result is being contested. The
votes were challenged by candidates who
declared for support of the President's program.
What happened in New Orleans is considered bythe President's chief political
aides even more striking evidence, Rep.
Hale Boggs, majority whip, had three opponents who called him everything from
rubber stamp to socialist and even Communist. He was actively opposed by the
White Citizens Councils and the John Birch
Society. Boggs stood firmly on his support
ofthe President while reminding the electorate that he had been in Congress long before John F. Kennedy was heard of in politics, He got 64 percent of the vote, leading the field by two to one and his nearest
opponent by three to one, :
The clock of politics does not stand still,
and this immediate moment of truth,
measuring performance and promise, may
well be lost sight of in October.
