The sleeping giant has awakened! The impact of the first blast
on the N.I.D.‘'s $65, 000,000
water development project is
kinds throughout the county. The
new county buildings are also
under construction. Next year
will see the Start of the freeway.
T hese projects took years of
planning. It will take more years
of planning to take full advanoffer.
New people with fresh ideas
are moving intothe county. Some
will move on after the projects
are finished. Some will stay to
open new businesses and industries
or toretire. The immediate pros~fostering new developmentsof all tage of the opportunities they pect for growth is good.

Whether this growth will be
healthy or not is another question.
It could be boom and bust, but it
doesn't have tobe that way. How
permanent our growth becomes
all depends on how well we guide
it today.
Nevada County's Planning
Commission and Board of Supervisorshas recognized the need to
make a general plan for future
development. The Commission
has already selected a planning
consultant to prepare the plan
under Section 701 of the Housing
Act of 1954, as amended. Section 701 was used to stretch the
availablé funds in a year when
many other necessary pr ojects
must be built. Under 701, every
dollar the county puts up will be
matched by two federal dollars.
The consultant, Williams and Mocine of San Francisco, is now

will be an outline*of what the
plans will contain and the problems to be solved. It will be thoroughly reviewed by the Planning
Commission and the Board of Supervisors before work starts per

One of the main reasons for
selecting Williams and Mocine
was that they have pioneered in
making use of broadly-based
citizens committees in creating
general plans. They plan to use
a committee of 50 to 100 or more
persons representing all sections
of the county to determine basic
goals and policies and principles
to be used in making the plan.
The citizens committee will also
review the plan as it is made so
that when it is completed, we
will understand: it and it will be
what all of us want.
All of the public projects underway are going to influence future
development. The freeway, for
example, will bring radical
changes inGrass Valley and Nevada City. Plans need to be made
