General Plan Will Aid In County Recreation Growth

Recreation is not like the weather. Most of us not only talk
about it, we do something about
it. Some of us work pretty hard
to enjoy recreation, or the use of
our leisure time, doing things we
like to do but don't have to do,
How we use our free time is up
to the individual mainly. But if
we want to enjoy certain leisure
activities, then we may need certain types of recreational facilities for these activities, For example, we need a tennis court if
we want to play tennis.
Rural areas, such as Nevada
County, have open space areas,
which provide the opportunity to
enjoy many recreational activities not generally available in the
city. Our scenic and historical
attractions are ideal for camping,
picnicking, hiking, fishing,
boating, hunting, riding and general sight-seeing.
The county's naturalrecreation
resources are popular with residents and tourists, and many
people retire here to enjoy the
outdoor life, Retired people are
an economic asset.
Outdoor recreation is increasing rapidly in the county as witnessed by the growing number of
man-days use recorded by the
Tahoe National Forest, which
shows an increase in the amount
of use of more than four times in
the last five years, Similar trends
are noted throughout California
national forests,
Demand for outdoor areas, and
also for city-type recreation facilities, will increase with California's projected population
growth and other factors in our
modern society which tend to
make more leisure time and recreational opportunities available
for more and more people.
The open space we have for
recreation will not increase. In
fact, good recreation areas are
already getting hard to find. So,
if we are to have an adequate
supply of recreation areas to satisfy future demand, we will have
toconserve suitable lands and use
them more fully, This will require careful planning because
overuse can destroy a recreation
attraction,
If recreation demand is not satisfied for present and future generations, then people will likely
think up less constructive ways to
use their leisure time, which
might’ not be in the best public
interest.
Some people are developing
private recreation facilities and
are charging a fee for their use.
This makes recreation an industry
with direct economic benefits to
the investor, Other businesses are
supported to some degree by the
goods and services soldto recreationists.
Several agencies are planning
for expansion of facilities in the
county to meet present and future
demand for public recreation.
Some of these agencies include:
Tahoe National Forest, Bureau of
Land Management, Nevada ‘Irrigation District, Department of
Beaches and Parks, Corps of Engineers and the cities of Grass
Valley and Nevada City.
. Inaddition, the county is fortunate to have several camps op~
erated by organizations such as
‘ the Camp Fire Girls, Boy Scouts,
YMCA and others who are also
busy planning for expansion. The
contribution of these camps to
local business far exceeds the
public services they are provided
by local government.
But while these individuals,
agencies and groups are developing the county's recreation resources, local county government
has taken no steps to enterthe:
recreation field, except to help
coordinate the planning and development of others.
Good recreation development
requires support from the community and the provision of supporting facilities, such as police
and fire protection, utilities, sanitation and health services, roads,
and proper control of the uses of
land sothat developed recreation
areas are not encroached upon.
These are services normally provided by local government.
In proposing the Nevada County
General Plan Program, the county
and its cities have taken the first
step toward coordinatingwe
many plans which have been prepared by others and to bring these
plans before the people of this
county so that we will all have
a guide to achieve the best pos~ible use of this county's recreation resources. Unless we plan
now and work together, future
recreation could be a liability
rather than an asset,
Recreation as an industry is a
wide-open field in this area,
waiting only for people of vision
to invest in good facilities with
proper promotion and manage-,
ment, The general pian when
completed will help us see our
recreation potentials which too
‘long we have ignored.

however, which give promise of
yielding well when fully developed,
