. Labor, hospital in dispute on pay
The American Federation -of
State, County and Municipal Employes, AF L-ClO has distributed
leaflets here containing statements about the management and
salaries, benefits and working
conditions at Sierra Nevada Memorial Hospital.
According to Al Casey, hospital administrator, many of the
statements published are untrue,
half true, or misleading. ;
Forrest Payne, business representative of the labor union,
told The Union newspaper that
the hospital has refused union
recognition for non-professional
personnel, Registered nurses
“and licensed vocational nurses
are excluded from the recognition request,
Payne, in a statement to The
Union newspaper claimed that
the labor union is asking for
a free election. He said if employes vote down union representation, the matter will end.
He accused hospital management of “hiding behind a very
few laws applying to non-profit
organizations."
"Since the hospital is receiving federal funds for improvement we feel it should be compelled to that employes have the right to hold an
election," he said. 6
A SNMH "Facts and Fantasies" statement released by the
hospital challenges some of the
union's statements.
The union claims a majority
of employes _have signed
AFSCME, AFL-CIO cards of
authorization for representation. cs BS
Hospital management has answered that to its official knowledge only four employes have
signed such cards.
The union contends that 80 per
cent of the employes involved.
have signed such cards. Payne
said he is able to show evidence
of the number of signatures.
. The union doubts if the question of representation was explained before the board of directors.
Hospital management answered the accusation as follows:
“After thorough consideration of all factors at several
meetings, the board of directors has adopted and published
a policy that no outside organization will be recognized as
bargaining agent for any employ. The board believes that
this policy is in the best interests of the patients, employes, and the community,
which we serve."
The union contends that there ©
is no way an employe may receive satisfactory settlement of
day to day gievances,
Hospital management has answered that a written grievance
procedure has been part of the
personnel policy booklet for
several years, and that employes
also discuss grievances informally with supervisor and adminstration. ©
The union contends that it
made a salary comparison between those paid at SNMH for
. aides, housekeepers and cooks
and salaries paid for such services at Weimar Medical Center and the Sacramento Medical
Center.
Hospital management claims
that the comparison is not significant because the union used
salaries of personnel with
responsibility in
the out-of-county hospitals.
Payne alleges that the statement concerning the comparison is a “deliberate lie", contending that minimum. maid salaries were used for the out-ofCasey told The Union news‘paper that he was speaking for
himself and Mrs. Florence
. Stark, administrator at Miners
Hospital. He said that salaries
at most county hospitals have
been higher than at private hospitals, noting "This is especially
true at Weimar, which was and
still is in part a tuberculosis
center."’ He continued,
"It is interesting to note that
the union does not mention employe benefits. Ours are comparable to, or better than, other
hospitals of our size and type of
operation.”
He said that salaries, benefits
and working hours are the same
at SNMH and Miners.
The SNMH administrator said
there is membership in the
California Association of Employes, and through that association, the hospital management told the union that it will
not recognize or meet with its
representatives at this time.
The union has. appealed the
dispute to the Health, Education
and Welfare Department, and to
Congressman Harold T. Johnson, Payne said.
The union official claims the
dispute involves only SN
employes.
