REAGAN PLAYS TO SRO
SP Land Tax
Gaps Traced
For County
The Nevada County Board of,
Supervisors hada bombshell
dropped in their laps last week
when a carefully documented
study prepared by the Nevada
County Taxpayers Association
indicated that Southern Pacific
Co, land in the county was be=
ing undertaxed by more than
$200,000 a year.
The supervisors indicated that
the SP assessment should probab"
ly be increased in proportion to
surrounding land and asked that
steps be taken to make the proper adjustments,
C, Roy Smith, spokesman for
the Taxpayers Association, passed out a carefully documented
study which indicated that SP
should be paying $202, 872. 95
per year more in county taxes
than the $34, 948, 90 they are
being charged,
Smith charged that “the little
people” were carrying the load
for the big corporation, He
noted the SP land, which comprises about 15 per cent of the
county excluding county and
public lands, had a combined
timber and land valuation of
$13,589,820 but was assessed at
$486,250 in 1965 and $499, 270
in 1966.
In comparison , surrounding
land is being assessed at 25°per
cent of the market value while
' SP land is being assessed at four
per cent. Re-assessment of the
SP land last year, the Association
charged, was raised to five to
six percent of market value.
The report presented by Smith
and C.J. Rolph of the Associas
tion indicated that SP land was
assessed at an average of $8.10
an acre in 1965 and $8.32 in
1966. If the property had been
assessed at 25 percent of the
market value, the Association
contended that the land would
have worked out to $32.40 and
$33.28 in 1965 and 1966 respectively.
’ The Association report also
contested taxing of timber on
the SP land, The land is supposed to have 304,491 million
board feet of timber and if valued at a minimum of $20 per
thousand feet would be worth
$6, 089, 820 with an assessed value of $1,522,455 or $101.50
market value per acre and
$25.275 per assessed valuation
per acre.

Water Treatment Plant
Without Water Approved
The directors of the Nevada
Irrigation District last week approved a $7.3 million to two
county domestic water treatment plants.
The board meeting last Wednesday approved projects for
construction of water treatment
plants in the North Auburn area
of Placer County and on Banner
Mountain in Nevada County.
Construction of the plants
would be financed by the sale
of $7.3 million in unsold YubaBear River project revenue bonds,
Financing of improvements to
the Cascade Ditch System to
provide water to the treatment
plant on Banner Mountain is now
proposed to come from a federal
small projects act loan, Before
the funds could become available, the contract with the federal government would have to
be approved by the voters of the
district. No election has yet
been scheduled,
Since the district is under orders from the State Department
of Public Health to move quickly
on the treatment facilities, it is
possible that the treatment facilities could be ready for bid before the election to approve
funds to bring the water to the
plant could be held, This would
place the district in the position
of selling Yuba-Bear bonds to
construct the treatment plants
without any assurances that
there would be money to bring
water to be treated,
Ifthis isnot a big enough bundle of problems ,the board is
faced with a reluctance on the
part of both citiesto make committments to participate in the
Nevada County treatment plang
until there is some more firm
figures on rate structures,
The board agreed to try to
come up with firm figures on
rate schedules for bulk water
within the next month.
County Budget
Hearing Is Set
For August 16

Reagan Attacks Big

Before The Jaycees
If the non-partisan California
Junior Chamber of Commerce
has its way Republican Ronald
Reagan will be the state's next
governor,
That is the way it seemed
Saturday as more than 2,000
Jaycees and wives from all over
the state whooped and hollered
for Reagan as he delivered the
keynote luncheon speech at the
Jaycee state board meeting at
the Nevada County District
Fairgrounds in Grass Valley.
About 200 people were on hand
togreet Reagan when he landed
at Loma Rica County Airport
Saturday morning. Reagan was

Double Sessions
The Grass Valley Elementary
School Board, under pressure
from the state and the clock,
voted last Wednesday to go to
double sessions this coming
school term,
About six weeks ago the board
rejected the idea of double sessions in favor of housing students '
in portable classrooms, At that
time it was indicated that the
portable classes could be supmet by Nevada County Republican Central Committee Chairman Don Matson and county
campaign chairman Dr. James
Hosbein.
Reagan arrived at the Nevada
County District Fairgrounds and
held a brief news conference in
which he covered a wide range
of subjects from the University
of California,which he said
was being disgraced by a small
minority of malcontents, to the
Board of Regents, which he said
was being brought under political
pressure by Gov. Brown, to State
Controller Alan Cranston and
his “white paper” on the John
Birch Society.
Reagan said he had made his
position clear on extremists and
that if Cranston had charges
against the Society he would
have to take that up with the
Society.
He joked about the fact that
his old movies had been taken
off television and that he had
been removed from the spot as
host of Death Valley Days because of his race for the governor's office. In answer toa
question about the bank of lights
and the crew which had been
setting up camera equipment in
the main hall since mid week,
