Abuse of drugs has grown into a. national threat
"Within the last decade, the
abuse of drugs has grown from
essentially a local police problem into a serious national threat
to the personal health and safety
of millions of Americans."
With this warning, President
Nixon sent to Congress a special
message outlining a 10-point
program which he describes.as
the ‘initial counter moves
against this growing . national
problem."
Some -parts of the anti-drug
effort will require Congressional action and the administration
already has submitted to Congress a tough new omnibus drug
proposal which -should receive
prompt consideration. The bill
brings together the key provisions of 14 existing laws dating
back to the Narcotics Act of
1914,
The goal is to modernize and
coordinate the federal efforts in
an all-out attack on the illegal
drug market,
Recognizing that effective
control of illicit drugs demands
the cooperation of many agencies
of the federal, state and local
governments, the goal of the new
legislation is to midernize and
coordinate the federal portion
of this war,
Among the changes proposed
would be stricter penalties for
convictions involving LSD and
other hallucinogens, placing
them in the same category as
marijuana and heroin. Loopholes
which caused the Supreme Court
to strike down the’ Marijuana
Control Act recently would be
plugged.
Not all of the President's 10point. program would require
legislative action and I assume
from the tone of his message to
Congress that immediate steps
are being taken to. strengthen
the administrative efforts. Here
is a summary of the President's
10-point program:
1, Federal legislation Coordinating federal laws relating
to narcotics use, tightening of
regulatory controls and protecting the public agaist illicit diversion of many drugs from
legitimate channels.
2, State LegislationDeveloping a model State Narcotics
and Dangerous Drugs Act which
would improve state laws and
complement the comprehensive
drug
Congress.

the area of rehabilitation will be
established.
9. Training Program Doubling the training which the Federal Bureau of Narcotics and
Dangerous Drugs has been conducting, not only for federal officials, but also for state and
local police officers, chemists,
college deans, campus security
officers and members of industry engaged in legal distribution
of drugs.

‘need for full awareness among
all our people as the real dangers
of the situation. The President
declared:
"The possible danger to the
health or well-being of even a
casual user of drugs is too serious to allow ignorance to prevail or for this information gap
to remain open. The American
people need to know what dangers
and what risks are inherent in
the use of the various kinds of

fore directed the Secretary of
Health, Education, and Welfare
assisted by the Attorney General
through the Bureau of Narcotics
and Dangerous Drugs, to gather
all authoritative information on
the subject and to compile a balanced and objective educational
program to bring the facts to
every American especially
our young people.
With this information in hand,
the overwhelming majority of
students and young people can be
trusted to make a prudent. judgment as to their personal course
of conduct."
