GRASS VALLEY---Nevada
Irrigation District voters turned out in record numbers
yesterday and gave the district an overwhelming mandate to proceed with the construction of the $65 million
Yuba -Bear River project.
The largest number of
voters in the history of the
Nevada Irrigation District
voted 2225 to 59 in favor of
the $65 million revenue
bond issue to finance the
project, and voted 2153 to
76 in favor of necessary refunding of old NID bonds.
The size of the vote and
the margin of victory for the
revenue bonds brought smiles
to the entire irrigation district staff and board last
night asresultscame in from .
each precinct.
Previous high vote in the
district was 1540 votes in
1957. Yesterday's vote was .
more than 50 percent
greater, Water issues in other
areas have recorded margins
of 20 or 25 to 1 in most instances. Yesterday's NID
voters balloted 37.7 to 1 for
the project. Voting opposition came from less than four
per cent of the voters on each
proposition,
No accurate count of registered voters exists at the
irrigation district's headquarters, but a Nugget estimate of registered voters
(7400)-indicates the voter
turnout was morethan 30 per
cent, high for a special district election.
Manager Ed Koster began
this morning the various tasks
in preparation for selling of
the bonds and advertising of
the project for construction.
Tentative plans of the district are to begin construction of the project early in
1963. The project will be two
years in construction.
In the meantime, much
necessary paper work must be
done, andthe district's
board must move ahead with
preliminary recreational
studies in order to be able to
qualify for Davis-Grunsky
reservoir recreational development,
The Yuba-Bear project will
include construction of reservoirs at Jackson Meadow,
Faucherie, Rollins (near
Chicago Park), and enlargement of Scott's Flat reservoir.
It will alsoinclude expansion of the district's water
transportation system in the
higher elevations and to the
low er reservoirs, and construction of two power plants.
Power sales to the PG&E will
pay off the revenue bonds.

NEVADA CIT Y-=-Scenic
highways, under study by a
state advisory committee,
will be the topic of discussion at a Sept. 25 regional
meeting in Marysville.
A preliminary plan for
scenic highways has been
published by the advisory
committee, but its recommendations for Nevada
County leave out,the most
scenic state highway in the
county according to the opinion of several local leaders,
Included in the scenic
highway preliminary plan are
Highway 49 from Grass Valley
towhere it leaves the county
enroute to Yuba Pass, the
Colfax highway from Grass
Valley to Bear River enroute
to Colfax and Highway 40
(also scenic from Auburn to
the Nevada border), and
Highway 89 in the eastern
end of the county.
It'snot that the tocattea=
ders disagree with the committee. It's just that they
almost unanimously believe
that the Highway 20 "Avenue of Trees” from Nevada
City to U.S. 40 is the most
scenic highway in the county,
Perhaps it would be accurate to say it is the most
beautiful in the western end
of the county, for local leaders limited their considerations to the roads west of
Donner summit and north of
U.S. 40.
The localleaders who
named Highway 20 as the
“most scenic in-the-county in
a Nugget survey were Grass
Valley's Mayor John Hodge,
Nevada City's Mayor Bob
Carr, Nevada City Chamber
of Commerce president Tom

Pauline MulNEW PRESIDENT...Clarence Calkins,
newly elected president of the Henness
Pass Highway Association.
Yost, Grass Valley Jaycee
vice-president Paul Schoelen, Nevada City Planning
Commission Chairman Albert Johnson, and former
member of the Nevada
County Planning Commission
Myron Runyan.
Nevada CountyBoard of
Trade member Don Breuer
included Highway 20 in his
top scenic loop---up Highway 29to Sierraville, Highway 89to Truckee, U.S. 40
to Highway 20 and back to
Nevada City or Grass Valley
It was Mayor Hodge who
labelled Highway 20 the
"Avenue of Trees".
Mayor Carr empahsized
the lack of signs on Highway
20 andtheuncluttered beauty, while Yost said of the
highway: “It gives everything, mountains, tall pines
and extended views."
Johnson praised the views
of O mega and Bear Valley
obtained on Highway 20.
Most ofthe leaders agreed
that Highway 49 from Nevada
City to the Middle Fork of the
Yuba River is well qualified
alsoas a scenic route, They
praised the route especially
in the Spring when the Scotch
Broom and Dogwood are in
bloom.
Other roads, most of them
county roads which could be
Highway 20 ‘Avenue Of Trees’
Ignored In State Scenic Plan
placed into the scenic highway system by county action,
were also named by the leaders,
Mayor Hodge listed as his
second choice the Fuller
Lake road through the upper
timber and lake region currentlywell publicized because of the Nevada IrrigationDistrict's Yuba-Bear
River project. In addition to
_the views from the road, Mfe
mayor emphasized the: number of lakes and streams off
the road.
Mayor Carr listed the Murchie Rd. -You Bet route as a
scenic third choice.
Runyan placed emphasis on
the Bridgeport Rd. off Highway 20 through Bridgeport
and the covered bridge there
to French Corral and on to
Highway 49 north of Nevada
City.
Highway 20 in the Rough
and Ready area westward to
the Yuba River was Johnson's
third choice within the county. It drew praise from some
others, also,
By strange coincidence,
none of the leaders mentioned the Colfax Highway, although those who were asked
specifically about it afterthe
survey agreed that it has mer
it as a scenic route, too,
It is believed that the Colfax Highway was included in
the preliminary system to
complete a Mother Lode section of the plan which included all of Highway 49 except that portion between
Auburn and Grass Valley. _
Local organizations and
gevernmental agencies may
recommend to the regional
meeting in Marysville their
choices for local inclusion
in the scenic highway system
that is expected toevolve
from the advisory committee's preliminary report and
the currently scheduled regional meetings.
